Responsibilities
Functions as the Installation Transportation Agent appointed by the USP&FO in each State. Operates independently with minimal supervision to plan, direct, and monitor the Commercial Transportation Program for the Command, inclusive of commercial traffic facilities, which includes freight, hazardous material (HAZMAT), passenger and terminal operations
Provides advisory services to the USPFO and top management staff officials of the ARNG, DA and other outside agencies on all matters relating to NG traffic management functions, including program requirements, capabilities, policies and procedures
Establishes direct communication with Federal and State Departments of Transportations for the movement of Army equipment via commercial carriers. Communicates with Department of Defense and Department of the Army Agencies and Major Commands concerning the movement of personnel, units and equipment. Coordinates with Directorates, Commands and units within each respective State to ensure mission accomplishment and compliance with all applicable laws, regulations and guidance
Negotiates with commercial common carriers for the purpose of meeting mission requirements and to ensure the efficient and effective use of resources. Coordinates with SDDC Operations Center for large shipments and deployment movements. Determines the services required for movement of commodities requiring special handling, security and non standard movement services
Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules
Qualification
Required
Federal employment suitability as determined by a background investigation

Will be required to successfully complete a probationary period

Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency Check (NAC) prior to assignment

Must have a valid driver's license
May occasionally be required to work other than normal duty hours; overtime may be required
Incumbent must complete The Intermodal Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment
Incumbent must complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years
Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance
The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration
Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs
Experience participating in the direction and coordination of traffic management functions
Experience interpreting and providing routine advice on carrier tariffs and related routing guides
Interpreting regulations/requirements and developing local policies to implement changes effectively
Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures
Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges
Experience which involved negotiations with carriers on individual shipments or traffic movement
Experience in making effective presentations both orally and in writing
Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs
Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures
Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States)
