BASE SERVICES MANAGER (TITLE 5)

USAJOBS is seeking a Base Services Manager (Title 5) for the Hawaii Air National Guard. The primary purpose of the role is to evaluate, plan, organize, and direct Base Services functions in support of federal, state, and local missions.

Responsibilities

Ensures Services combat readiness is achieved through the analysis, supervision, development, and implementation of Base Services programs, missions, functions, activities, and events
Serves as the primary point-of-contact for wing Services matters
Prepares, manages, and maintains a comprehensive annual budget and related contracts for Services training, equipment, and supplies, as well as official travel within the Operations and Maintenance (O&M) and Military Personnel (MILPERS) appropriations
Maintains the on-line Prime Readiness in Base Services (RIBS) Manager's guide to document program continuity
Prepares and reviews annexes to operations, plans, and orders as they pertain to Services [e.g., Base Support Plans (BSPs), Joint Support Plans (JSPs), and Air Base Operability (ABO) plans]
Provides direct technical and administrative supervision over the work of subordinate Air Technician/AGR personnel
Performs other duties as assigned

Required

Must be able to obtain and maintain the appropriate security clearance
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day
The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments
If the work requires the employee to drive a motor vehicle, an appropriate valid driver's license is required
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
Experience, education or training which provided a general knowledge of principles of organization, management, and administration
Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information
Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled
Experience using computer and automation systems
Must have at least 1 year specialized experience equivalent to at least the next lower grade level
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures
Experience preparing written communications and oral presentations
Federal employment suitability as determined by a background investigation
May be required to successfully complete a trial period
Participation in direct deposit is mandatory
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed
For all other positions in this series requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment
