Certified Payroll & Subcontract Specialist

The Certified Payroll & Subcontract Administration Specialist is responsible for preparing and submitting certified payroll, managing subcontractor compliance, and administering labor compliance documentation for all company projects.

Responsibilities
Prepare and submit certified payroll reports (CPRs) for all projects in compliance with Davis-Bacon, California DIR, local agency, and PLA requirements, using LCP Tracker for all project submissions
Ensure accurate worker classifications, prevailing wage rates, fringe benefits, shift differentials, travel pay, and job coding
Submit weekly Statements of Compliance, apprenticeship documentation, and required fringe reports through LCP Tracker where applicable
Track corrections, resubmissions, and compliance issues until fully resolved, ensuring all updates are reflected in the system
Collect subcontractor CPRs through LCP Tracker for all active projects
Review subcontractor CPRs for correct classifications, wage determinations, apprentice ratios, fringe reporting, and overall compliance
Follow up with subcontractors on any missing, late, or incorrect CPR submissions
Maintain compliance logs, documentation trails, and support files for audits
Communicate noncompliance issues immediately to Project Managers and Operations
Serve as the primary administrator for LCP Tracker for all projects
Set up new projects, wage determinations, reporting rules, and subcontractor tiers
Onboard and train subcontractors in the system to ensure accurate CPR submission
Monitor daily dashboards and alerts to maintain full compliance
Generate required reports for audits, general contractors, and internal reviews
Maintain thorough and organized electronic compliance records
Complete and submit DIR Form 140 (Contract Award Information) for all required public works projects
Complete and submit DIR Form 142 (Notice of Completion / Contract Information Update) as applicable
Maintain documentation for compliance and audit readiness
Draft subcontract agreements using scopes, schedules, and requirements supplied by Project Managers
Incorporate flow-down provisions, prevailing wage requirements, insurance specifications, and project-specific documentation
Track subcontract execution, certificates of insurance (COIs), and all compliance attachments
Maintain organized subcontract files and ensure complete documentation from award through close-out
Maintain an audit-ready filing system for all CPRs, subcontractor compliance documents, DIR forms, and subcontract agreements
Provide weekly status reporting to management regarding certified payroll, subcontract compliance, and outstanding issues
Assist PMs and Operations with interpretation of prevailing wage laws, subcontract requirements, and labor compliance obligations
Qualification
Required
Minimum 3 years of construction industry experience focused on certified payroll, labor compliance, subcontract administration, or related functions
Strong working knowledge of Davis-Bacon, California DIR prevailing wage, apprenticeship requirements, and public-works compliance
Hands-on experience with LCP Tracker (or similar compliance systems)
Ability to review subcontractor CPRs and identify deficiencies
Strong organizational skills and high attention to detail
Clear, professional, and direct communication
Experience with Vista, Sage 300 CRE, or similar construction ERP systems
Experience generating subcontract agreements
Experience working on PLA or agency-funded projects
Accuracy and thoroughness in compliance documentation
Strong follow-up and accountability
Ability to work independently and manage multiple deadlines
Professional communication with subcontractors, PMs, and general contractors
Associate's degree in accounting, business administration or a related field
Preferred
Certifications: CPP or FPC preferred
