Assistant Manager - Elections - Cybersecurity & Data Integrity

Weld County Government is seeking an Assistant Manager for Elections focused on Cybersecurity & Data Integrity. This role provides critical support for election operations, ensuring cybersecurity, maintaining compliance with election laws, and offering logistical support for voting centers and ballot processing.

Government Administration

Responsibilities

Maintain a clean, accurate voter registration database
Assist with all mapping functions necessary for the creation and maintenance of all taxing districts, municipalities, and towns in the voter registration function
Ensure accurate voter registration data is available to the public and political entities
Process paper and electronic voter registration forms, voter letters, and voter confirmation cards
Provide local technical support for the statewide voter registration database application (SCORE): troubleshooting, acceptance testing, specification reviews, and reporting
Enter data into several different computer programs. Ability to learn and apply new computer skills on a regular basis. Use of computer programs such as Microsoft Windows, Work, Excel and Outlook
Create, update, and maintain in-house software solutions
Answer questions and respond to any voter call regarding non-received ballots, incorrect ballots, or voter errors
Assist the public in person, by phone, through electronic media, and in writing regarding voting information. Work to resolve complex transactions, utilizing negotiation and problem resolution skills with sensitivity to the voters’ needs and expectations
Public contact in the office area; answer questions, explain processes, and further the voter education process with the public
Compose and type correspondence, reports, and other items using some technical terminology and requiring some exercise of independent judgment as to accuracy and completeness
Serve as a liaison between the Clerk & Recorder’s Office and representatives of business and industry, trade and professional associations, and clients. Provide or disseminate information, both orally and in writing, regarding statutory changes and/or policy modifications
Conduct annual reviews and updates to the office’s Cybersecurity Policy to remain aligned with emerging threats, technologies, and regulatory mandates
Perform regular vulnerability and risk assessments on election systems and infrastructure
Ensure full compliance with applicable state statutes, Colorado Secretary of State rules, and internal Weld County policies
Protect election-related data, processes, and equipment from both internal and external security threats
Monitor, interpret, and implement frequent changes to election-related laws and regulations at the federal and state levels
Ensure adherence to all security protocols and documentation standards required by law and administrative rules
Provide critical support for the setup, testing, operation, and breakdown of Voter Service and Polling Centers (VSPCs)
Assist with the logistics and security of 24-hour ballot drop boxes, including chain-of-custody and surveillance monitoring
Prepare and distribute election training materials to ensure consistent and effective volunteer and staff performance
Help manage and maintain the election warehouse, including inventory control, equipment upkeep, and efficient coordination of supplies
Support the complex logistics that underpin successful election administration, particularly during high-turnout or high-security events

Required

Associate's Degree and 5 years experience in an increasingly responsible position in an office setting or
High School Diploma/GED and 7 years experience in an increasingly responsible position in an office setting
Will be required to work in any department of the Clerk and Recorder, and to work flexible hours, to include evenings, weekends and holidays
Ability to adapt to fast paced, high volume and ever changing work environment and be able to handle high stress situations
Considerable knowledge of office practices and procedures; working knowledge of elections as required by the position; skills in operation of office equipment, including personal computer, SCORE system, calculator, ballot marking devices, etc
Ability to learn technical terminology; to compose letters and materials using some exercise of independent judgment; to follow verbal and written instructions; to communicate effectively verbally and in writing; and to establish and maintain effective working relationships with employees, agencies and the public
Have an understanding of Colorado Revised Statutes, Title 1, election laws, and other relevant statutory references to the election process; Secretary of State Rules and regulations as directed by statute; federal election laws as applicable including, but not limited to, The Help America Vote Act of 2002 and the National Voting Rights Act of 1993, thorough understanding of all election rules pertaining to all aspects of elections
Candidate must pass criminal background check prior to employment start date
Research techniques, sources, and availability of information as well as methods of report presentation
Routine software and business applications include but are limited to, voter registration, election management, word processing, spreadsheets, layouts, scheduling, project management, and databases
Job offer is contingent upon passing a background investigation. Upon Hire Required
Must possess a valid Colorado Driver's License and adequate a Liability Insurance and be willing to travel throughout Weld County. Upon Hire Required
Possession of or ability to obtain, in the next two years, a Colorado State Election Certification
Maintain continuing education hours annually or as required
Possession of, or ability to obtain, voter's registration in the State of Colorado
Driving is essential in this position
Candidate must have a valid Driver's License and Liability Insurance Upon Hire Required
Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring and random drug screens throughout employment

Preferred

Computer data entry, basic ten key, public contact experience strongly preferred
