Deputy Director (Technical)

The City of New York is seeking a Deputy Director for the Coastal Resiliency – Construction – Section 1 within the Department of Design and Construction. The successful candidate will manage multiple construction projects, oversee technical staff, ensure contract compliance, and represent the unit in various meetings.

Responsibilities

Manage professional and technical construction staff responsible for overseeing capital-funded sewer, water main, roadway, climate resiliency, public space improvement projects
Review construction plans
Coordinate with sponsor agencies, private utility firms and stakeholders to resolve any operational field problems involving construction
Ensure contract compliance and payment of contractors
Schedule and perform final inspections
Participate in various agency taskforces such as those related to new initiatives in change orders, project record keeping, quality assurance, etc
Act as the representative of the unit in meetings with utility companies, and city, state, and federal agencies when needed
Train staff in executing the unit's responsibilities
Participate in the recruitment efforts of the agency
Support the Assistant Commissioner and Director with the team's objectives as required

Required

A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity
A four year high school diploma or its educational equivalent and nine years of experience as described in '1' above; two years of which must have been in an administrative, managerial, executive or supervisory capacity
Education and/or experience equivalent to '1' or '2' above
An accredited Master's degree in one of the disciplines described in '1' above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience
All candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in '1' above
Authorization to work in the United States is required for this position
Valid driver's license (required)

Preferred

Must have robust supervision experience
Outstanding verbal and written communication skills
Proficiency in Microsoft Office
Knowledge relevant to infrastructure construction work (i.e., roadway, sewer, and/or water main)
Familiarity with NYC DOT, NYS DOT, NYC DEP specifications, MUTCD, and AASHTO standards
Comprehensive understanding of the NYC infrastructure system and current engineering practices
Proficiency in Primavera P6 scheduling
Envision Sustainability Professional (ENV SP) credential (preferred)
Personal vehicle (Optional)
