Director of Accounting Services and Reporting - Financial Services Director

Responsibilities

Collaborate with the Legislative Budget Director in the development of the agency biennial budget to ensure the legislature is provided with the necessary information to make informed funding decisions for the department
Direct and manage assembly of the spending plans for all Agency programs so the programs can operate within budget and in conformity with fiscal legislative intent
Oversee the administration of multiple budgets across the agency, ensuring alignment with programmatic goals and fiscal accountability. Provide budget managers with timely and accurate updates on budget status to support efficient program operations and ensure financial resources are managed in accordance with departmental policies and applicable state regulations
Provide leadership, management, and supervision of Central Office finance staff to ensure they are operating in an efficient and effective manner

Required

Four (4) years of accounting or financial management experience in a leadership capacity
Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program
A Master's degree in a related field may substitute for 18 months of experience, a Bachelor's degree may substitute for one (1) year of experience
Excellent written and oral communication skills
Excellent interpersonal and communication skills to establish working relationship with diverse customers

Preferred

Knowledge of biennial budget process and procedures
High level strategic project management experience
Successful track record of process and system development and implementation
Experience with administration of budgets in state agencies
Advanced degree in accounting, finance, business administration, public administration, or related field
