Program Manager

Responsibilities
Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues
Demonstrates good judgment in selecting methods and techniques for obtaining solutions
Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope
Develops new programs, policies or procedures for possible implementation
The PM will serve as a seasoned professional responsible for managing research projects examining how to strengthen HIV care access and outcomes for people living with HIV who have criminal legal involvement (PWH-CLI) following release from incarceration
The PM will provide strategic and sustainable support for multiple studies spanning epidemiology, health services research, and implementation science
This role requires demonstrated experience in program development, research administration, and project management, as well as the ability to independently prioritize and manage emerging priorities in a dynamic environment
The PM will plan, implement, and coordinate a broad range of research activities, ensuring projects are conducted in compliance with institutional, funder, and regulatory requirements
The PM will work closely with the Principal Investigator (PI), Research Analyst(s), and external partners (e.g., San Francisco Department of Public Health [SFDPH]) to ensure smooth project operations, deliverables, and dissemination of results
Qualification
Required
Bachelor's degree in related area (public health, social sciences) and / or equivalent experience / training
3+ years of related work experience
Minimum three years experience in program management or research administration, preferably in public health, epidemiology, or related disciplines
Knowledge of research administration processes, including IRB submissions, MOUs/DUAs, RPPRs, and grant compliance
Knowledge of common organization- or research-specific and other computer application programs
Strong communication and interpersonal skills to communicate effectively, both verbally and in writing, including the ability to interact with diverse stakeholders (academic researchers, public health officials, community partners)
Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses
Demonstrated ability to work independently, manage multiple priorities, and solve problems proactively
Familiarity with HIV research, criminal legal involvement, or health disparities research is desirable
Intermediate proficiency with standard office and collaboration software (e.g., Microsoft Office, Box, Zoom); willingness to learn institutional systems (e.g., BearBuy)
Excellent organizational skills, with attention to detail and the ability to track tasks across complex projects
Analytical / problem-solving skills
Ability to multi-task with demanding timeframes
Ability to use discretion and maintain all confidentiality
Strong policy analysis techniques
