Deputy Director, Program Management & Business Engagement Strategy

The City of New York's Department of Sanitation (DSNY) is seeking a Deputy Director of Program Management & Business Engagement Strategy to oversee the planning and execution of Commercial Waste Zones initiatives. This role involves managing complex projects, directing staff, and utilizing data-driven decision-making to enhance operational efficiency and support leadership decision-making.

Responsibilities

Lead project planning, project management, and execution for complex CWZ initiatives, from development through implementation
Maintain documentation, controls, and execution discipline for concurrent workstreams operating under public and regulatory scrutiny
Direct and manage permanent City staff, including work assignment, prioritization, performance management, and professional development
Support and oversee the unit’s use of Salesforce, Fulcrum, PowerBI, and other CRM platforms to manage business engagement, track activity, and monitor performance
Design, generate, and analyze CRM reports and dashboards to support leadership decision-making and operational oversight
Apply data-driven decision-making to identify trends, risks, and operational gaps, and develop corrective strategies
Manage and coordinate augmented staff, consultants, and vendors, ensuring deliverables meet scope, timeline, and quality expectations
Coordinate with internal DSNY bureaus and external stakeholders to ensure alignment across enforcement, operations, legal, and communications functions
Support leadership briefings and reporting by delivering clear, accurate, and timely execution data, synthesizing information to distinguish material signals from background noise and elevate decision-quality for senior leadership
Operate effectively in a fast-paced, start-up like environment, supporting continuous improvement through staff training, process refinement, and capacity-building to strengthen team performance and execution maturity

Required

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in '1' above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in '1' above
