MWR INSTALLATION PROGRAM DIRECTOR
NAVSTA Great Lakes is part of the Department of the Navy, and they are seeking a MWR Installation Program Director. The primary purpose of this position is to serve as director and technical advisor for morale, welfare, and recreation programs, ensuring effective management and compliance with policies across base-wide and remote locations.

Responsibilities
Serves as the administrative and technical expert/advisor to the Commanding Officer, NAVSTA Great Lakes in matters pertaining to general MWR program administration, equipment, fund management and procurement
Analyzes local policies, procedures and functional systems in support of mission readiness of personnel served onboard NAVSTA Great Lakes
Develops organizational procedures and policies to improve overall managerial and financial postures of the local MWR fund
Conducts local reviews of MWR activities to ensure compliance with governing directives and prescribed fiduciary standards
Acts as the MWR Liaison between NAVSTA Great Lakes and Navy Region MidAtlantic on matters pertaining to the MWR
Prescribes required standards of ethical conduct expected of all Morale, Welfare and Recreation Department employees in accordance with SECNAVINST 5370.21
Ensures all recreational services resources are protected against theft and abuse; are utilized for official use only; and efficiency in the use of all government resources is the watchword and will be adhered to accordingly
Coordinates local policy relating to the operation of activities at Great Lakes which provide MWR services in support of the Navy community as well as the functioning of the various MWR program elements to ensure overall achievement of most cost beneficial approaches to their operation
Serves as control point for overall Navy policy concerning the provision of MWR services
Coordinates inputs from tenant commands and activities including councils, boards and advisory groups with respect to required services and effective operations
Monitors command compliance with policy and operating guidance and procedures promulgated by Commander, Navy Installations Command and Commander, Navy Region Mid-Atlantic
Reviews overall financial plans and projections and monitors financial performance within respective local MWR program elements throughout NAVSTA Great Lakes
Acts personally on complex and delicate problems having implications reflecting on overall MWR policies and procedures command-wide
Maintains liaison with staffs of respective commands and tenant activities, CNRMA program managers, outside agencies and professional organizations concerning MWR type operations
Serves as Contracting Officers Representative (COR) on government entertainment or services contracts, as needed
Continuously evaluates management procedures and departmental programs by analysis of financial plans and projections of the various MWR service activities, analysis of inspection reports, auditing and accounting inspections/visits and by personal visits to other MWR activities under the cognizance of CNIC or other DoD/commercially operated components
Evaluates the overall effectiveness of individual programs and supervises the development and implementation of remedial measures to correct management deficiencies
Manages the approved programs standards and maintains all DoD/CNIC required accreditations
Provides management supervision of non-appropriated fund accounts and assigned appropriated fund accounts
Monitors expenditures to ensure fund integrity and that maximum benefits are obtained
Advises Commanding Officer, NAVSTA, Great Lakes on matters concerning the security, availability and status of MWR/funds and on matters concerning control and utilization of approximately 11million dollars of non-appropriated fund revenue that flow through the system annually
Develops and submits budgets for both non-appropriated (NAF) and appropriated funding (APF) in excess of $17M
Qualification
Required
Knowledge of Navy MWR management practices, theories and techniques which provide a basis to assist in planning and implementing ashore MWR programs. This includes detailed knowledge of Program Policies, Instructions and Operating Manuals
Knowledge of NAF and APF funding sources and procedures for securing funding through chain of command
Skills in prioritization of effort, interpersonal communications (written and oral), customer relations and conflict resolution
Knowledge of the Navy military organization and function; and Navy policies and procedures for directing proper administration ashore
Knowledge of ashore commands' environment, routines, and organizational structures
Ability to identify and solve problem areas. Ability to deal effectively with all levels in the chain of command. Innovation and high degree of perception to identify and recommend management improvements that have the potential to improve all Navy commands
Ability to direct and coordinate difficult and complex programs and ability to develop, apply and adjust plans and policies to attain objectives
Ability to make decisions or recommendations which have/will have a significant impact on recreational services policies or programs
Ability to work as a team player within the organization
Skill in the use of MS Word, Excel, Power Point and SAP financial software
Ability to execute duties as a Contract Officer or Contract Officers Representative, for official Navy contracts, as needed
