Senior Plan Analyst (OCE-IDS)

The City of Houston is seeking a Senior Plan Analyst to join the Houston Public Works Engineering team. This role involves architectural and civil utility plan reviews, supporting the building permit process, and preparing Wastewater Capacity Reservation letters while consulting with various stakeholders.

Responsibilities

Review architectural and civil utility plans to support the building permit process
Prepare Wastewater Capacity Reservation letters including all associated impact fees
Review all water and sewer permitting services and consult with architects, engineers, contractors, and the public on preliminary plan designs and WCR applications
Provide precise and comprehensive information regarding the status of customer applications and/or plans
Enter approval or rejection comments in the database
Interface with other technical disciplines, departments, and ordinance and regulation enforcement
Provide data entry support for the Infrastructure and Development Services section
Assist internal and external customers via phone, email and in person
Assist with open records requests
Perform all other duties as assigned by management

Required

Requires a related Associate's degree, such as Building Inspection, or the equivalent
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving
Two years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required
Four years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above degree requirement
A bachelor's degree in construction management, Architecture, Engineering or a closely related discipline may be substituted for the above education and experience requirements

Preferred

Experience designing or reviewing plans for sanitary sewer and water utilities
Proficiency using GIS
Excellent technical writing skills
Communication and research skills
Ability to interpret and explain City procedures
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for
