Responsibilities

Manage and support preconstruction project activities, design and production of right of way and construction roadway plans (SAAP, RAAP, emergency, no-plan, minimum plan and C-plan projects), and Enhancement and Locally Administered Programs
Supervise and train professional engineering and technical staff
Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities
Lead projects across functional areas of the department
Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources
Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT
Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs
Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups
Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated
Complete roadway design tasks in Microstation, Geopak, and other engineering software programs approved for use by VDOT, as well as other non-CADD applications
Suggest and lead the implementation of improvement opportunities for the section
Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency
Provide leadership and direction to assigned engineering team
Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals
Prepare and review technical reports
Act as team and technical lead for projects and proposals
Provides technical leadership to engineers and technical staff
Provides recommendations on various technical aspects of assigned engineering program
Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision
Manage all aspects of multiple projects to include in-house and consultant designs
Organize work unit and establish and update schedules and budgets to ensure roadway plans are developed using VDOT's standards, policies and procedures
Coordinate with other divisions to ensure all segments of the project (scope, schedule, budget) are kept on target
Manage the iPM system to control schedules and make revisions
Manage contracts for projects designed by consultants
Guide consultants through the project development process, negotiating contracts, processing vouchers, evaluating performance, resolving contract issues and enforcing terms and conditions of contracts
Update project estimates on a 90-day cycle
Manage city administered and consultant designed projects as needed
Maintain project schedules and perform project close-out procedures, including a systematic review of project charges
Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia
Develop roadway designs for a wide range of transportation projects
Attend project scoping's, pre-construction conferences and field visits to gather information and develop design concepts
Take appropriate action to resolve difficult problems
Ensure deliverables to customers are accurate and correct in content
Serve as responsible charge engineer for designs prepared by self or others under his or her direction (signing and sealing)
Supervise team of engineers and technicians
Assign projects and tasks, monitor work progress and provide guidance

Required

Ability to communicate effectively orally and in writing with diverse audiences
Ability to effectively plan and schedule work
Ability to supervise, coach, counsel, and train others
Degree in Civil Engineering or related field
Experience applying civil engineering principles related to roadway design
Experience applying roadway design criteria, basic storm water management regulations, construction methods, standards, specifications and materials
Knowledge of local, state and federal transportation rules, regulations, specifications and standards
Knowledge of the principles of roadway safety that impact roadway standards and special designs
Skill in the use of computers and software applications to include engineering and design software
Valid Professional Engineer's license

Preferred

Certification as a Project Management Professional
Progressively responsible experience in roadway design and project management to include responsible charge engineering
