Human Resources Administrator (HR Administrator)

Responsibilities
Supervise assigned professional, technical, and clerical staff; plan, prioritize, and review work; provide training and professional development; evaluate performance; and implement corrective or disciplinary actions as needed
Plan, evaluate, and improve HR operations and activities; develop schedules and methods to ensure timely and efficient completion of assignments; recommend improvements and prepare analytical and operational reports
Facilitate collaboration with managers and staff to develop workforce strategies, manage organizational change, and build effective working relationships across the District
Oversee and manage full-cycle recruitment and selection activities, including workforce planning, advertising outreach, application screening, examination and interview processes, and certification of eligibility lists; develop recruitment materials, assess recruitment sources, and ensure compliance with District policies and legal requirements
Administer the District's workers' compensation, disability and leave management program, including ADA interactive processes, FMLA/CFRA, and related accommodations; analyze job functions, evaluate restrictions, and develop and document recommendations for on-the-job accommodations
Plan, coordinate, and evaluate employee development programs, including new employee orientation, training curriculum design, leadership development, and ongoing workforce learning initiatives
Oversee and participate in pension and retirement program administration, including informing employees of retirement options, ensuring compliance with applicable rules and regulations, and coordinating with benefit administrators
Direct employee and labor relation functions by conducting and documenting workplace investigations; advising supervisors and managers on grievances, disciplinary actions, and contract interpretation; participating in collective bargaining and meet-and-confer processes; and developing and implementing resolution strategies, including training or other remedial actions as appropriate
Provide professional and technical guidance on complex human resources issues, including classification and compensation, personnel rules and regulation, MOU interpretation, labor law, and HR policies; respond to sensitive and complex inquiries and complaints
Maintain the District's human resources information systems (HRIS) and related applications; oversee data integrity, generate complex reports, design and implement system enhancements, and ensure compliance with reporting requirements; apply and input changes into the system; calculate complex accruals, salary adjustments and other payroll and HR related items
Research and analyze legislation, regulations, and labor market trends affecting human resources operations; prepare recommendations and reports for policy and program modifications
Lead and conduct complex classification and total compensation studies, including job analysis, salary surveys, and organizational structure reviews; prepare recommendations for job design and salary placement
Administer and monitor employee benefit programs, including health, dental, life, retirement, and wellness initiatives; coordinate annual open enrollment, process complex benefits changes, and resolve escalated benefit issues with vendors and employees
Prepare professional reports, correspondence, and presentations for management the General Manager, and the Board of Directors, present findings and recommendations in both written and oral form
Participate in budget preparation and administration of assigned HR programs; prepare costs estimates, monitor expenditures, and recommend resource allocations to support department goals
Coordinate and lead special HR projects and initiatives; manage consultants and vendors; evaluate project outcomes and ensure compliance with contract requirements
Build and maintain positive working relationships with District staff, employee organizations, outside agencies, and the public; represent the District in professional meetings and maintain confidentiality of sensitive information
