Project Manager - Engineering Technician IV
Quality Property Management, Inc. is seeking an experienced Engineering Technician IV to support major infrastructure projects in Medford. Responsibilities
Develops, designs, and/or oversees, the completion of engineering drawings and plans for the alteration, improvement, or reconstruction of sewer systems, storm drain systems, wastewater treatment plant improvements, structures, streets, traffic signals, lighting, pedestrian facilities, and other public infrastructure
Packages, writes, and reviews special provisions and specifications for public contracts
Develops project concepts; performing necessary computations; cost/benefit analysis; recommending design criteria; assisting in plan review processes
Computes material quantities and cost estimates
Solicits bids and prepares bidding documents for public contract advertising
Performs project management duties, including preparing contracts, change orders, and cost and pay estimates. Serves as liaison between City and contractor, checking progress of work, etc
Performs field inspections and onsite visits to check plan/scope accuracy, proper construction, and resolving discrepancies
Ensures compliance with contractual stipulations and all applicable codes and statutes
Prepares correspondence for internal staff, public, external stakeholders, technical reports, City documents, proposals, reports, and graphics
Prepares and manages engineering consultant contracts
Verifies contractor qualifications and monitors work progress
Reviews plans and specifications for private development-initiated projects
Communicates by phone, letter, electronically and in person with other City staff, public agencies, property owners, developers, engineering consultants, contractors, and the public. Provides information on public improvement projects and City codes, policies, and procedures; performs intake of complaints and may respond or route appropriately
Communicates and works with co-workers, public, engineering consultants, contractors, city partners, and other project stakeholders
Coordinates, attends, and/or conducts various project development and delivery meetings and may include preparation of meeting agendas and minutes
Produces, processes, files, and maintains a variety of records, maps, plans, permits, property descriptions and other technical-related information
Prepares a variety of reports related to activities in assigned area of responsibility
Uses AutoCAD Civil 3D or equivalent software to develop and design the completion of engineering drawings and plans for the alteration, improvement, or reconstruction of utilities, structures, streets, pedestrian, and other facilities
Negotiates property acquisitions and verifies and researches related documentation
Collects pre-construction site information; researches existing city/county records to estimate property lines and right-of-way locations
Coordinates with Utility providers for the status and location and potential required relocation for utilities and to coordinate work activities for capital improvement projects
Oversees the application and maintenance of pavement management software including street segment inventory, pavement maintenance plans, budgets, and models
Provides direct assistance to the Public Works Operations Supervisor on the development of budgets and scope of works for capital improvement budgets
Reviews storm drain and sanitary sewer construction plans and building permits for private development
Completes drainage and grading plans and completes impervious area calculations
Performing and reviewing hydrology and hydraulic calculations for sanitary sewer systems and for storm drain conveyance, detention, and water quality facilities
Manages and oversees the delivery of all assigned Capital Improvement Projects at WRD. This includes all project development, delivery, contracting, and inspection duties listed in the Essential Functions
Coordinates with all WRD staff to ensure CIP activities do not adversely impact environmental compliance requirements
Assists consultants in performing constructability reviews of pending projects
Evaluating and implementing safety related projects recommended by the WRD Safety Committee
Assists WRD Manager in developing capital improvement plans scope and budgets to include in city biennial budgets
Maintaining the RWRF as-built plans, construction archive, and record room
Assists the public with a variety of inquiries and requests for information related to public works services; pursues and resolves citizen complaints in area of expertise
Assists in preparing City Council agenda commentaries; attends meetings and represents the Public Works Department

Qualification
Required
Graduation from high school or GED equivalent
Six (6) years of progressively responsible engineering technical experience
Bachelor's degree in engineering, surveying, construction management, computer science, or specific area of study as deemed applicable may substitute for four (4) years of experience
Any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
Preferred
5% for a Master's Degree
5% for a FE or FS Certificate, Professional Engineer or LS
5% for bilingual in Spanish
