Responsibilities

Oversees broad range of Command wide testing operations, contracts, security, and Information Technology/National Security System (IT/NSS) testing policy and test infrastructure engineering; overseeing highly complex, multi-million dollar programs
Guides development of policies and procedures to support joint and combined/coalition IT/NSS integrated testing among US combatant commands, services, and agencies as well as with NATO, Pacific Rim allies, and other allies worldwide
Manages and supervises a staff of highly trained professionals and subject matter specialists, both military and civilian, in the engineering, computer sciences, IT professional, and supporting job series, and oversees contractual support
Determines program emphasis and operating guidelines which have considerable impact on the basic structure, operating methods, and optimum utilization of resources within the Command
Takes the initiative in identifying organizational needs and potential problems and develops a constructive approach in adopting policies and objectives to attain an effective and efficient operation

Must be a U.S. Citizen
Males born after 12-31-59 must be registered or exempt from Selective Service
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination
In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months
May be subject to initial and random drug testing for this position, if applicable
Critical Acquisition Position
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position: Attention to Detail, Customer Service, Oral Communication, Problem Solving
To qualify at the GG-15 your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position
Experience overseeing a range of Command wide Testing Operations (in accordance with Major Range and Test Facility Base) Testing & Evaluation (T&E) missions, providing management and engineering leadership for planning and managing resources or guiding the development of policies and procedures to support joint and combined/coalition IT/NSS (Network Security Services) integrated testing among US combatant commands and services
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement
This is a Critical Acquisition Position (CAP). Selectee must be a member of the DoD Acquisition corps, or eligible for Acquisition corps membership at the time of the appointment in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and DoD 5000.52M or have been granted a waiver. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years
There is no substitution of education for the qualifying experience at the GG-15 grade level
