Logistics Management Specialist (Fire - Dispatch Center Manager) - Direct Hire Authority
The Bureau of Land Management (BLM) is seeking a Logistics Management Specialist located in Lewistown, MT. This role involves supervising fire suppression resources and coordinating dispatch operations, ensuring effective resource allocation and management during fire season.

Responsibilities
Ensure priorities are established and resources are properly allocated
Supervise the mobilization, demobilization, and reassignment of wildland fire suppression resources
Monitor fire season severity predictions, fire behavior reports, and fire activity levels
Direct all phases of the dispatch coordination program
Provide leadership and direction in support of interagency resource management activities
Direct budget formulation process for the dispatch center
Determine level of support for operational and staffing costs
Ensure that contingency plans are prepared to respond to emergency situations
Plan, organize, and assign work to subordinates to meet workload accomplishments
Evaluate work performance of subordinates
This position may supervise no more than 20% of the time

Applicants appointed to this position must possess and maintain a valid state driver's license
Driver's License required – GSA Form 3607 will be required to be completed during onboarding process
To qualify for the GS/GW-11 grade level, 1 year of specialized experience equivalent to GS/GW-09 is required
To qualify for the GS/GW-11 grade level, Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR an equivalent combination of specialized experience and education
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604
This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element
This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard
To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position
As a 'condition of employment', you must complete the Intermediate National Fire Danger Rating System Course S-491 within 1 year of the entry on duty date
Work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and mealtimes
Work is performed primarily in an office setting
During peak activity there is increased radio traffic and numerous ringing phones, which require a high level of concentration to perform duties
This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS)
The selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
