Responsibilities

Supervises and coordinates the effective implementation of Facilities Capital Program
Manages, within established budget limitations, all facility operations and maintenance functions, including the direction of all facets of operations within the assigned area of maintenance program responsibility
Coordinates various facility rehabilitation projects by creating and/or reviewing scopes of work; creating schedules and risk assessments; meeting with stakeholders to assure alignment of scope and schedule with other projects; helping to set roles and responsibilities; providing continuous communication of project status; helping to ensure material and/or equipment needs are met; mitigating issues to ensure schedule and budget adherence; and monitoring budgets. Projects include, but not limited to, Station Enhancements, Bathroom Renovations, Tunnel Fan Control System Upgrades, Station and Tunnel Ventilation Rehabilitations, Drainage Pumping Station Rehabilitations and any other project needed to implement PLNT objectives. Ensure efforts under capital program are effectively facilitated/managed
Works closely with the senior management to effectively accomplish project requirements and ensure conformance to established cost, schedule and technical performance objectives. Develops project cost estimates as needed and ensures department goals are implemented and allocated fiscal budget are tracked/monitored
Develops detailed work plans and schedules for manpower, materials, and equipment for each project within the FSVT/PLNT Facilities Capital Improvement Program (CIP) to ensure schedules and resources are sufficient to meet fiscal goals
Ascertains impending problems and conditions which may cause program delays and provides administrative assistance to solve procurement related issues, including budgetary and funding matters, sole source procurements, alternative suppliers, specifications and manufacturer discrepancies, material shipping timetables and delivery schedules. Monitors implementation of CIP schedules, and identifies and reports problems to FSVT/PLNT management
Conducts field audits and reviews of all FSVT/PLNT Facilities CIP Projects to provide quality assurance and control to project efforts
Supervises subordinate WMATA staff and consultants to include recommending applicant selection, disciplinary actions, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided

Required

Bachelor's degree in Construction Management; Engineering; Business or Public Administration, or a related field
In lieu of a Bachelor's degree, a High School Diploma or GED and four (4) years of experience in project management and/or facilities development/maintenance, construction management, transportation and/or related field
A minimum of five (5) years of progressively responsible experience in project management or facilities development/maintenance, construction management, transportation and/or related field
At least three (3) years in a supervisory capacity responsible for the management of consultants and professional staff
Project Management Professional (PMP) Certification
Valid Driver's License
Roadway Worker Protection (RWP) Certification, Level 2, within one (1) year of starting job and maintained for the duration of time in the job

Preferred

Master's degree in Construction Management; Engineering; Business or Public Administration, or a related field
