Geographical Information Systems (GIS) Administrator
The City of Syracuse is seeking a Geographical Information Systems (GIS) Administrator to design, develop, manage, and administer GIS and related mapping projects for the Office of Analytics, Performance, and Innovation. The role involves coordinating GIS activities, developing policies and standards, maintaining databases, and providing technical support to users.

Responsibilities
Coordinates GIS activities within the City of Syracuse and establishing, maintaining, and managing relationships with departments, offices, and external City partners around GIS technology
Develops and prioritizes the annual work plan to address user needs, plans and objectives; develops plans and policies that guide the long-term direction of the program and develops and forecasts GIS budget needs
Develops system standards, governance policies, and security for the GIS organization
Maintains and updates GIS databases and systems
Designs, maintains and performs ongoing development to the City’s GIS organization including, but not limited to, documentation, server configuration, enterprise architecture settings, and GIS database connections
Designs and creates databases and map coverage for spatial analysis of data for City and County departmental and municipal use
Provides interdepartmental and municipal technical assistance by assessing the needs of both County and City departments and municipalities and by designing applications and providing specifications for hardware and software for specialized applications
Reviews and updates hardware and software to make optimal use of technology developments, maintain the viability and effectiveness of systems, and minimize interruptions to City services
Coordinates between local municipalities to promote data sharing and consistency
Organizes internal and external working groups as needed to oversee GIS governance and other topics as needed
Designs and produces specific technical studies, as directed
Provides technical GIS support and guidance to users
Trains and onboards new GIS users
Manages workflows
Assigns roles to users, managing licenses, and monitoring member activity
Works with remote sensing technology to generate new data for application
Informs and advises city and county departments on potential applications for their departments
Develops applications for use by other departments and for use on the Internet
Monitors the ArcGIS Enterprise deployment
Manages and builds GIS products. This includes scoping projects and working to ensure their timely execution
Qualification
Required
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Geography, Urban Planning, Architecture, Landscape Architecture, Engineering, Environmental Studies or a closely related field and three (3) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System
Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associates degree in Geography, Urban Planning, Architecture, Landscape Architecture, Engineering, Environmental Studies or a closely related field and five (5) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System
Completion of nine (9) semester credit hours in Geographic Information Systems (or recognized certification in Geographic Information Systems) from a regionally accredited college or university or one accredited by the New York State Board of Regents and six (6) years of professional level work experience, or its part time equivalent, maintaining and modifying a Geographic Information System
City of Syracuse residency will be required. If you are not a resident, you have six (6) months from your date of hire to establish residency
