SUPERVISORY HOUSING MANAGEMENT SPECIALIST - DIRECT HIRE AUTHORITY

Responsibilities
Plans, organizes, and directs the activities of the Housing Sustainment Team ensuring compliance with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and work objectives. Researches, interprets, analyzes, and applies guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of work and to eliminate problems or barriers to mission accomplishment. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Represents the Installations Directorate and the Portfolio Management Division with a variety of installation, functional area, and interested organizations. Establishes, develops, and maintains effective working relationships with SAF, DOD, other military services, Air Staff, AFIMSC, AF installations, contractor organizations, and community and private sector entities. The Housing Branch is responsible for government owned and privatized family housing, general and senior officer quarters, Basic Allowance for Housing, housing referral, housing operations and property management
Provides program management and authoritative technical assistance to stakeholders and through assigned staff, develops and executes policies, programs, and procedures for housing sustainment of the Air Force Civil Engineering Center (AFCEC) Family Housing Privatization Program. Establishes and defines implementation of the program's processes and is accountable for ensuring the integrity of those processes. Identifies critical development or sustainment problem areas, for evaluation technical risk, and for coordinating the overall effort. Defines activities to accomplish goals, anticipates problems, and develops sound solutions and/or action plans to ensure project success

If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement

Applicants must have, or within 120 days of the closing date will have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-13), level, pay band (NH-03), or equivalent (pay schedule, pay band, etc)
Specialized experience includes planning, directing, developing, and executing policies, programs, and procedures for the Air Force Housing Program
Knowledge of public and private laws, Federal DoD, and Air Force laws, regulations, principles, policies and practices of housing programs
Knowledge of managing complex program of agency-wide scope, interest and significance
Skill in analyzing, interpreting, and applying a wide variety of policy and procedures
Skill in conducting regular or periodic audits or studies and evaluating results to assess accomplishment of program requirements
Skill in effective oral and written communication
Ability to plan, organize, and direct the functions and staff of an organization
