Area Engineer - Longview
The Texas Department of Transportation is hiring an Area Engineer for the Longview Area Office. The role involves overseeing construction operations, ensuring compliance with regulations, and managing transportation planning activities within the assigned area.
Government Administration
Responsibilities
Approves and inspects driveway, utility and drainage fill permits, and monitors removal of illegal signs
Coordinates transportation planning activities, which may include working with a Metropolitan Planning Organization, develops the 20-year Transportation Plan and oversees the Transportation Improvement Plan
Directs and plans project development and/or provides estimates
Directs the development of work programs to meet transportation needs within the assigned geographical area
Oversees, coordinates and monitors contractors' compliance with plans and specifications; authorizes payment of estimates; resolves differences, disputes and claims; plans preparation and approval of expenditures
Oversees, plans and executes emergency procedures, preparedness and response for a geographic area; as required responds to office/incident location to direct/oversee activities for emergency situations/conditions
Provides direction for construction projects and/or contract change negotiations
Represents the Department to the public; answers inquiries from governmental officials, makes media presentations, speaks at public functions and participates in other civic endeavors
Reviews, recommends and approves change orders
Performs other job responsibilities as assigned
Qualification
Required
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS
5 years transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent)
Must have 1 year supervisory/managerial experience
Valid driver's license. This position requires driving a state vehicle
Licensed Prof Engineer
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment
Extensive Knowledge of construction engineering policies and procedures
Extensive Knowledge of applicable inspection methods, procedures and techniques
Extensive Knowledge of applicable testing methods, processes and procedures
Extensive Knowledge of applicable laws, rules, and regulations
Considerable Knowledge of budgeting methods and procedures
Considerable Knowledge of contract development and oversight
Expert Skill In public relations for maintaining effective working relationships with individuals and groups, both internal and external
Expert Skill In applying engineering principles, practices, and methods in job responsibilities
Expert Skill In reviewing plans for accuracy and ensuring compliance with requirements
Proficient Skill in directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
Proficient Skill in scheduling work assignments
Proficient Skill in planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
Proficient Skill in communicating complex ideas and information clearly, concisely, and effectively
Manages financial and personnel resources to achieve individual and organizational goals
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
Must pass a drug test prior to employment for safety impact positions
This is a Safety Impact position and will be subject to random drug testing
