Assistant Manager Information Services - Data Science/Governance

New York State Insurance Fund (NYSIF) is seeking an experienced Manager of Data Science, Analytics, and Governance to lead data governance, analytics, and reporting initiatives. Responsibilities

Serve as the lead for data science and data governance, collaborating with ITS managers and guiding cross-functional teams with data initiatives
Formulate and implement data systems and governance management solution policies and standards, incorporating industry best practices
Oversee the creation and enforcement of data governance standards and procedures
Lead the development and management of the IT Data Science and Governance program, developing a team dedicated to support data initiatives
Assess existing agency and data source-specific data policies; identify and prioritize data policy development necessary for maintaining a central agency Data Governance framework that align with the agency's developing central data platform and roadmap e.g. data quality; metadata management policy, etc
Offer strategic data management IT guidance to executive and senior ITS management
Conduct strategic data systems management IT evaluations and manage proof-of-concept projects
Oversee the development and maintenance of data offerings within the Data Catalog
Oversee the assessment and tracking of exception requests to established data governance and management technology
Identify technical risks and develop mitigation strategies to address them
Ensure that data management solutions adhere to security, compliance, and regulatory requirements
Develop and revise policies to establish accountability by mapping roles and responsibilities for the various data governance functions (e.g., data collection, data quality, classification, masking and tagging, matching, risk mitigation, product development, nomenclature, security, access controls, disclosures, data use agreements, etc.), for agency data stewardship and decision makers/aka data owners, within the organization
Support Executive staff and colleagues through information management and preparation of presentations and communications that facilitates policy assessment, development and implementation and supports the central coordination of the data governance framework
Provide assessment, guidance, and recommendations for purchases that include data cloud services
Support business stakeholders, data architects, and service owners with mentoring and guidance
Develop and oversee upkeep of data resource tracking
Perform the full range of supervisory duties
Collaborate with ITS teams to maintain and evolve data system roadmaps
Establish and uphold data management standards that drive consistency in innovation
Drive continuous improvement in data management solutions, processes and practices
Identify opportunities to streamline processes, improve efficiency, and enhance cloud management solution quality

Required

Ten (10) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of data management, data governance, software engineering, and data privacy related specialty and its application within large-scale organizations, including:
At least seven (7) years of focused experience in data management, data privacy and information security, with a track record of leading and developing data governance programs
Three (3) years of supervisory-level or two (2) years of managerial-level experience in data science, data management, data governance, or a related technical field
A degree in computer science, computer engineering, or a related field may substitute for the broad IT experience: bachelor's degree may substitute for three years of experience; master's degree may substitute for an additional one year of experience; doctorate may substitute for an additional two years of experience

Preferred

Relevant data management-industry certifications, including but not limited to: IBM Certified Data Architect – Big Data; Microsoft Certified: Azure Data Scientist Associate; Google Data Analytics Professional Certificate; Arcitura Certified Big Data Architect; Certified Big Data Management Professional (CDMP); Certified Data Management Professional (CDMP); Data Governance Stewardship Professional (DGSP); Certified Data Privacy Solutions Engineer (CDPSE)
Demonstrated leadership abilities, including mentoring and advancing the development of data science teams
Demonstrated expertise in programming languages such as Python, SQL, Java, etc
Experience working with various data-related technologies, such as SQL databases, ETL/ELT tools, graph databases, and others
Experience in data modeling and design with expertise in data management and SQL development
Demonstrated expertise in using modeling tools, including Ewin and similar platforms
Experience with data lifecycle management (DLM) and understanding of metadata usage throughout each phase of DLM
Familiarity with security, compliance, and regulatory requirements related to technical data management solution design
Metadata management skills with the ability to apply metadata principles across organizational data
History of collaborating with various organizational levels and departments to reach consensus and achieve goals
Communication and interpersonal skills to interact effectively with a broad range of stakeholders, including senior managers
