BH/DID Program Administrator

Commonwealth of Kentucky is seeking a dynamic and dedicated Program Administrator to lead statewide work that supports individuals with Serious Mental Illness. The role involves guiding the implementation and improvement of programs while collaborating with various stakeholders to ensure timely and appropriate services.

Responsibilities

Provide statewide oversight of ACT, FACT, and AOT within the community behavioral health system
Lead ACT fidelity reviews and AOT implementation activities, including statewide AOT teams and coalitions
Coordinate complex and high-acuity cases in collaboration with CMHCs, courts, hospitals, and DBHDID partners
Manage contract sections, Plan & Budget forms, DPRs, indicators, and program data
Provide technical assistance, training, and consultation to ACT/FACT/AOT providers
Support IDDT/co-occurring capability development within ACT and AOT teams
Maintain communication with stakeholders and participate in Olmstead, Continuity of Care, and interagency initiatives
Perform disaster response and other duties as assigned

Required

Graduate of a college or university with a bachelor's degree
Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs
A master's degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience
Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis
Knowledge of ACT, FACT, AOT, and co-occurring/IDDT models
Ability to navigate and resolve complex or high-acuity case situations
Skill in interpreting program data, indicators, and fidelity findings
Experience in program oversight, monitoring, and performance reporting
Strong organizational and project management abilities
Effective professional communication skills across diverse audiences
Ability to deliver training, technical assistance, and consultation
Strong collaboration skills with courts, hospitals, CMHCs, and interagency partners
Sound judgment, adaptability, and reliability
Proficiency with data systems and office software
