SENIOR ADMINISTRATIVE ANALYST (Public Safety)

Responsibilities
Provides analytical support to the Public Safety Division, overseeing the Los Angeles County Sheriff’s Department contract and related initiatives
Assists in budget development, monitors revenues and expenditures, and resolves budgetary issues to ensure financial stability
Manages administrative functions, including financial reporting, grants, contracts, purchasing, and program evaluation
Acts as a liaison between City staff, community groups, and external agencies, addressing concerns and recommending solutions
Conducts studies and analysis on financial, operational, and administrative activities, preparing reports and strategic recommendations
Oversees community engagement efforts, including the department’s website, outreach programs, brochures, newsletters, and public safety communications
Identifies and manages alternative funding sources, including grants, while ensuring compliance with regulatory requirements
Prepares reports, resolutions, and correspondence for City Council and other advisory bodies
Maintains and organizes records, ensuring proper retention and accessibility
Effectively communicates with diverse audiences through reports, presentations, and other professional materials
Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job
Performs additional duties as assigned to support departmental and City-wide initiatives
Develop and implement departmental goals, policies, procedures, and work standards to ensure efficiency, accountability, and compliance
Provide advanced analytical support to the Public Safety Division, including oversight of the Los Angeles County Sheriff’s Department contract and related initiatives
Analyze jurisdictional crime trends to develop data driven recommendations for City Council, Public Safety Committee, and the Division
Translate statistical findings into comprehensive reports and presentations for stakeholders, City Council, and Public Safety Committee
Manage the Public Safety Division’s annual budget, including forecasting, monitoring revenues and expenditures, resolving budgetary issues, and ensuring financial stability
Prepare financial analyses, budget recommendations, and expenditure reports for executive leadership and City Council
Manage administrative functions including financial reporting, grants, contracts, purchasing, and program evaluation
Plan and administer complex public safety programs and projects, ensuring regulatory compliance and effective allocation of resources
Serve as a liaison between City staff, community groups, regional agencies, and external partners to address concerns and recommend data-informed solutions
Conduct in-depth studies and analyses of financial, operational, and administrative activities; prepare clear reports and strategic recommendations
Oversee community engagement and public communications, including the department’s website, outreach programs, brochures, newsletters, and public safety messaging
Identify, pursue, and manage alternative funding sources, including grants, while ensuring compliance with all regulatory requirements
Prepare reports, resolutions, and correspondence for City Council, committees, and advisory bodies
Maintain and organize records in accordance with records retention and public access requirements
Lead and support community events and public education initiatives related to City programs and public safety
Qualification
Required
Bachelor's degree from an accredited four-year college or university in public administration, public policy, business administration, economics, finance, or a related field
Five (5) years of professional administrative experience in municipal government, OR three (3) years of experience with a master's degree in a related field
Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, economics, accounting, finance, or a related field
One (1) year of responsible administrative experience in municipal government
Strong analytical skills to evaluate contracts, budgets, and public safety data
Excellent written and verbal communication for reports, presentations, and community engagement
Collaboration and relationship-building abilities to work with diverse stakeholders
Resourcefulness and adaptability to balance competing priorities and deadlines
Creative problem-solving and data visualization skills to present complex information clearly
Benefits
Medical: The City offers five (5) medical plans, three HMO’s, one traditional PPO, and one high deductible PPO + Health Saving Account (HSA). The HMO and PPO medical plans are provided by Blue Shield and Kaiser. The City covers the entire premium for employee only and 50% of the premium for employee plus dependent(s). If enrolled in the high deductible Blue Shield Silver plan PPO+HSA, the City's annual contribution to the HSA is $4,300 for employee only or $8,550 for employee plus dependent(s). Employees can make additional contributions, on a pre-tax basis, to their HSA account through payroll deductions, up to the IRS limits, based on their age and coverage level.
Medical opt-out payment: Employees who show proof of insurance elsewhere and do not enroll in the City’s medical plan can receive up to 75% of the premium cost of the least expensive medical plan. The 2025 medical opt-out monthly payment is $510.78.
Dental & Vision Plans: The City covers the entire premium for employee only and 50% of the premium for employee plus dependent(s). The City offers two dental plans provided by Delta Dental and one vision plan provided by VSP.
Employee Assistance Program (EAP): City paid confidential Employee Assistance Program (EAP) to all employees and immediate family members.
Life Insurance: City paid term life insurance (with AD&D) policy with a value of twice the annual salary (up to $350,000). The City also provides group term life and AD&D benefits for spouses ($5,000) and their children ($2,000). Option for additional insurance coverage for employee and dependents.
Short-term & long-term disability: Employees participate in the State Short-Term Disability Insurance program. The annual premium is determined by the state and based on gross annual pay. The premium is deducted from the employee’s paycheck. City paid long-term disability insurance with a benefit set at 66.7% of monthly earnings to a maximum benefit of $10,000 per month, after a 90-day waiting period (due to injury or illness).
Education Reimbursement: The City offers a reimbursement of up to $2,000 per fiscal year for tuition, fees and books for job-related coursework.
MONETARY AWARD: Employees are eligible to receive monetary awards of up to 5% of their gross annual pay in recognition of exemplary performance, subject to the approval of the Department Head and City Manager.
Wellness Program: The City is proud to offer a Wellness Program designed to support both physical and mental well-being, offering a variety of resources, activities, monthly workshops focusing on nutrition, fitness, emotional wellness, and mindfulness.
Holidays: Eight (8) fixed holidays, two (2) floating holidays, plus the winter holiday break.
Sick: Sick leave is accrued at the rate of 8 hours for each full calendar month of service (96 hours per year); max accrual of 720 hours.
Administrative Leave: Administrative leave up to 62 hours per fiscal year for exempt employees only.
Vacation: An employee’s vacation accrual rate is determined by the years of full-time service to the City of Rancho Palos Verdes.
CalPERS: The City participates in the California Public Employees’ Retirement System (CalPERS).
Deferred Compensation: Employees have the option to contribute to a deferred compensation 457b retirement plan (on a pre-tax basis), up to IRS limits.
Retirement Health Savings Account: Employees will be enrolled in the City’s Retirement Health Savings (RHS) account the first of the month following completion of their initial probationary period.
