Rate Analyst / Senior Rate Analyst - Oahu, Hawaii Island, Maui

Responsibilities
Serves in a primary role in the cost recovery process, including designing rates, preparing tariff rate sheets and regulatory applications, and creating cost recovery reconciliations and reports for all surcharges for the Hawaiian Electric Companies ("Companies")
Researches and develops rate modifications, including new rate forms and their implementation. Develops billing analyses, including comparative scenarios for customers
Prepares testimony, exhibits, workpapers, and responses to information requests, for revenues, cost of service, and rate design for all of the Companies in rate cases and other regulatory proceedings. Works with other departments to coordinate assumptions, forecasts, and implementation plans. Supports the implementation of rate changes, including tariff preparation and testing of rate programming in the billing system
Provides division support for other dockets, including fuel and purchased power contracts, rate incentive programs, and all other initiatives. Develops supporting testimony, tariffs, and responses to information requests. Assists in preparation of revenue forecasts
Responds to rate-related inquiries from all stakeholders, including customers, regulators, and outside consultants. Performs tasks as needed to support the Department and Process Area
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response
Leads the cost recovery process, including designing the rates, preparing the tariff rate sheets and regulatory applications, managing the accounting, reconciliation, and reporting for all surcharges for all of the Hawaiian Electric Companies
Leads the preparation of testimony, exhibits, workpapers, responses to information requests, for revenues, cost of service, and rate design for all of the Hawaiian Electric Companies in rate cases and other regulatory proceedings. Works with other departments to coordinate assumptions and policy approaches. Leads the implementation of rate changes, including oversight of tariff preparation and rate re-programming in billing system
Leads division support for other dockets, including fuel and purchased power contracts, program initiatives, and performance based regulation. Develops supporting testimony, tariffs, responses to information requests. Works with project leaders from other departments to ensure effective pricing support. Assists in preparation of revenue forecasts
Serves as liaison and resource for rates and pricing issues in planning and implementation. Works with both regulatory and policy planning groups and customers and operations groups to enable desired rate outcomes for both short-term and long-term
Responds to rate-related inquiries from all stakeholders, including customers, regulators, and outside consultants. Performs tasks as needed to support the Department and the Process Area
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response
Qualification
Required
Working knowledge of the principles of public utility rates, rate design, cost-of-service methodologies, utility accounting, engineering concepts, economic analysis methods, and/or cost accounting, acquired through job experience and/or formal education in graduate level or advanced college level courses in economics, engineering, and/or business
Working knowledge of fuel, purchased power, rate making issues, and/or related issues and concepts in the electric utility industry
Excellent written and oral communication skills

Ability to independently identify and effectively obtain/follow-up data needs and to analyze for reasonableness and consistency, and to offer solutions and recommendations

Several (3-5) years of experience in areas such as utility pricing, development of utility cost studies, economics, accounting, rate analysis and design, financial analysis, analytics, and/or engineering
Extensive knowledge of the principles of public utility rates, rate design, cost-of-service methodologies, utility accounting, engineering concepts, economic analysis methods, and/or cost accounting, acquired through job experience and/or formal education in graduate level or advanced college level courses in economics, engineering, and/or business
Extensive knowledge of fuel, purchased power, ratemaking issues, and/or related issues and concepts in the electric utility industry
Leadership skills to organize and coordinate the activities of cross-functional working groups within the company
Creativity and innovation to identify appropriate pricing and rate design concepts and modify them as necessary for application in cost recovery filings, in rate cases, and in other proceedings
Excellent presentation skills
Ability to apply technical concepts and methodologies in developing pricing and cost recoveries; to keep thorough documentation of work projects, and to complete tasks accurately, efficiently, and in a timely manner
Demonstrated ability to work with a variety of individuals one-on-one or in a team setting and handle difficult and/or sensitive issues while meeting the expectations of internal and external customers
Multiple (5-7) years of experience in areas such as utility pricing, development of utility cost studies, economics, accounting, rate analysis and design, financial analysis, analytics, and/or engineering
Preferred
Hawaii-specific knowledge preferred
Prior experience in regulatory related matters preferred
Several years (3-5) of experience in regulatory related matters preferred
