Responsibilities

Provides executive oversight, strategic planning and overall vision to a department-wide acquisition program that processes over 58,000 actions worth about $10 billion annually
Responsible for the execution and management of procurements worth about $1.5 billion annually to support the Secretary, staff offices and other internal customers
Provides guidance to the Deputy Director, Division Chiefs and Mission Area Chiefs of the Contracting Office (COCOs) in development of comprehensive strategic and long-range plans
Serves as technical advisor on particularly complex operational and policy issues that might arise with respect to Departmental mission objectives achieved via contracting
Implements a risk-based approach to review and receive approval of acquisition strategies, plans, and other decision documentation required by the Federal Acquisition Regulation or other policy
Leads enterprise-level acquisition innovation and performance initiatives, which includes analyzing procurement data to identify opportunities for leveraging emerging technologies, optimizing acquisition processes, and achieving cost savings
Exercises responsibility and authority for maximizing the standardization, simplification, reengineering, development, and integration of procurement processes/systems

Must be a U.S. Citizen or National
Initial appointments are required to serve a 1-year probationary period
Background Investigation required
Veteran's preference is not applicable to the SES
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
File a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on
You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
May be subject to pre-employment and random drug tests
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions
At least 4 years' experience in contracting or related positions
At least 1 year of that experience must have been specialized experience at or equivalent to working at the next lower level of the position
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Proof of Federal Acquisition Certification in Contracting
