Home Loan QC & Compliance Specialist (Operations & Policy Analyst 2)
The Oregon Department of Veterans’ Affairs (ODVA) is dedicated to serving and honoring veterans through leadership and advocacy. The Home Loan QC & Compliance Specialist will evaluate program operations for compliance, conduct quality control reviews, and promote an equitable work environment for all employees.

Responsibilities
Evaluate program operations for compliance with applicable laws, rules, and internal policies
Conduct quality control reviews and operational analyses
Identify compliance risks, systemic issues, and process gaps
Develop written findings and recommend corrective actions and procedural improvements
Promote a positive and equitable work environment that enables all employees to contribute to their fullest potential free from intimidation, harassment and/or discrimination
Create a culture where people from all backgrounds feel encouraged to express their ideas and perspectives
Qualification
Required
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work
Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for this position
Proficient in fostering a culture that values respect, inclusivity, and appreciation for diverse perspectives, backgrounds, and values
Working with an equity-centered approach that ensures processes, communications, and system changes are inclusive, accessible, and reflective of Oregon values

Collaboration & relationship-building skills that demonstrate you can work effectively with cross-functional teams, executive leadership, and diverse interested parties
Adept at prioritizing and facilitating the resolution of competing and urgent needs in alignment with client interests within a collaborative team, providing recommendations to primary decision-makers
Knowledge of Federal and State of Oregon mortgage lending and servicing regulations
Knowledge of administrative rules and compliance frameworks
Knowledge of quality control and audit methodologies
Knowledge of mortgage servicing, escrow administration, and payment processing
Knowledge of business and organizational analysis principles
Knowledge of information systems supporting mortgage operations
Skills and abilities to analyze complex regulatory and operational information
Skills and abilities to evaluate program processes and identify compliance risks
Skills and abilities to interpret laws, rules, and policies and translate them into operational guidance
Skills and abilities to conduct detailed file and data reviews with accuracy and consistency
