U.S. Digital Response (USDR) partners with various governments to modernize digital services through expert pro-bono support. The Growth & Outreach Manager will operationalize and scale partnership and growth initiatives, focusing on outreach and collaboration with government partners to enhance service delivery.

Responsibilities

Collaborate with focus area leads to define and develop actionable plans around their specific partnership development needs—for example, supporting the talent team with outreach to cities or helping language access identify new partner pathways
Conduct landscape analysis to track who we've reached, identify gaps, and inform targeting for partnerships and outreach campaigns
Coordinate impact follow-ups with past partners to gather outcomes data and testimonials that can be used in partnership conversations, grant proposals, or external communications
Support calls for partners and outreach campaigns by developing compelling materials, messaging, and marketing strategy in partnership with focus area leads
Develop and implement lead follow-up systems to ensure we convert conference conversations and outreach efforts into actual partnership or engagement opportunities
Analyze partnership, outreach, and conference effectiveness, identifying what's working in terms of lead generation and engagement conversion
Create materials and coordinate logistics for events and initiatives between USDR and ecosystem partners (i.e. webinars, workshops, toolkit launches, etc), including outreach materials, messaging, marketing strategy, and follow-up systems
Track and report on partnership initiative outcomes, measuring what's generating leads and engagement opportunities versus what's not working
Design scalable approaches for leveraging partnerships across multiple focus areas, identifying opportunities for cross-promotion and shared outreach by supporting focus area leads with experiments in scaling—for example, turning one-off workshops into repeatable offerings, creating standardized engagement models, or designing new service packages
Work with USDR's finance and operations team in exploring sustainable revenue models to identify and test paid service opportunities emerging from partnership initiatives, helping qualify leads with budget capacity and designing experiments to understand government willingness to pay for specific offerings
Identify excellent examples from past engagements and secure permission to share publicly, building a library of case studies and success stories
Extract generalizable findings and approaches from past engagements and transform them into reusable toolkits or templates that help other governments benefit from USDR's work
Create case studies and project summaries, in close collaboration with USDR’s marketing and communications team, that showcase USDR's impact and can be used in partnership materials, grant reporting, or conference presentations
Curate resources and toolkits that can be shared externally through our website or with ecosystem partners

Required

5+ years experience in program management, outreach management, or operations roles where you've executed complex initiatives with multiple stakeholders
Strong project management and coordination skills
Ability to design systems and frameworks from scratch
Experience navigating the civic tech, nonprofit, or government sectors
Collaborative and effective in working with colleagues who have their own priorities and constraints
Ability to think strategically about how to execute initiatives
Strong writing and communication skills
Comfortable with ambiguity and making decisions with incomplete information
Experience with lead generation, pipeline management, or marketing outreach
Organized and detail-oriented with a systems mindset
Ability to model the values in the Community Oath

Preferred

Experience in marketing, communications, or content strategy
Knowledge management or documentation experience
