Responsibilities
Performs complex HR functions for two or more core areas/programs in the central HR department related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, payroll and time and attendance
Proactively assesses the program(s) and identifies the training needs of the departments for assigned areas and develops creative solutions, policies, procedures, processes, and training to address those needs
Interprets human resources policies, procedures, standards, and practices and provides advice and technical/specialized assistance to staff, other departments, external agencies, and vendors related to the assigned area of responsibility
Research, analyzes, and compiles complex data and records, and prepares correspondence, reports, briefings, recommendations and other documentation pertaining to area assigned
Conducts audits and assists with planning, developing, revising, and implementing HR activities, processes, and systems to ensure compliance, and to meet strategic goals and objectives
Research, investigates, and resolves complex problems, disputes, and issues for assigned area
Assists in reviewing prevailing practices among the industry to identify new strategies and recommend appropriate revisions to program design to improve program effectiveness and efficiencies
Performs related duties as assigned
Qualification
Required
Hands on experience with Fusion HCM, specifically Workforce Structures, Positions, Departments, and Assignments
Ability to maintain and troubleshoot position hierarchy, reporting relationships, and position control
Experience using HCM Data Loader (HDL) and HCM Spreadsheet Data Loader (HSDL) for bulk updates
Strong understanding of effective dating, business objects, and hierarchy dependencies
Ability to run and build OTBI reports, especially Position and Assignment Real Time subject areas
Education and experience equivalent to a bachelor's degree from an accredited college or university in Business Administration, Human Resources, or in a job-related field of study
Three (3) years of demonstrated progressive experience equivalent to Human Resources Analyst, Senior or Human Resources Officer
Experience validating data loads, resolving load errors, and performing QA on hierarchy changes
Ability to compare extracts and reconcile data across systems such as Kronos and Budget
Strong Excel skills for preparing HSDL templates and analyzing position data
Understanding of integration points between HR, payroll, budget, and timekeeping systems
Ability to document processes, maintain SOPs, and follow strict change management
Strong attention to detail with the ability to prevent data integrity issues
Experience working with ERP teams and functional HR teams on hierarchy and structure changes
Preferred
Public sector or position control experience
Experience in a post implementation environment correcting legacy data issues
