Budget Analyst II

The Budget Analyst II will perform technical, reporting, and analytical functions to assist the University Budget Office in administering the CSU budgetary program and providing consultative budget services to campus constituents.

Responsibilities
Research, analyze, and prepare reports on budgetary performance metrics, financial ratios, and financial trends reflecting institutional and unit performance; analysis should incorporate best practices benchmarks and peer comparisons
Develop and maintain budget and financial systems; tracking vacancies, verifying each position is properly funded, and coordinating updates in the appropriate Human Resource, Payroll, Budget and Financial Accounting systems. , including the use of SQL, creation of fields and tables, and other database development as necessary; reports and dashboards may reflect data on a monthly, quarterly, annual, multi-year, or adhoc basis; serve as the primary contact for such reports and dashboards
Lead and work collaboratively with diverse groups to build alignment and successfully accomplish assigned projects and initiatives that lead to organizational improvement, greater efficiency, and improved customer service to the campus
Provide training, guidance and assistance to the campus community and develop resources for use by campus budget analysts, professional, and/or technical staff
Participate in the design, development, testing, and installation of budgeting system improvements and upgrades
Independently perform in-depth analysis and interpretation of complex data and information and present and/or communicate findings in a clear and effective manner
Analyze data and develop financial forecasting models using mathematical and statistical techniques (revenue projections, spending projections, salary cost estimates, peer data comparisons, etc.)
Research and develop policy recommendations, business processes, standards, and procedures; assess, formulate, and evaluate impacts of recommended or implemented policies and procedures from a strategic and operational perspective
Qualification
Required
Equivalent to a bachelor's degree in a related field and two years of relevant experience
General knowledge of budgeting principles, concepts, and processes
Skill in following guidelines and providing input and feedback
Analytical and problem-solving skills including the ability to analyze and summarize mathematical and statistical information
Ability to work independently and as part of a team and build relationships with diverse stakeholders
Organizational and time management skills to plan, organize, and prioritize work
Strong attention to detail and accuracy
Working knowledge of financial, budgetary, and accounting principles and practices
Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management, and cash-flow management
Working knowledge of research techniques and statistical principles and procedures
General knowledge of the principles of position control and budgetary alignment
Advanced proficiency in using financial system, word processing and spreadsheet software and applications
Strong analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations
Ability to define problem areas, collect data, perform preliminary analyses, make appropriate recommendations, and prepare clear and concise analytical comments
Strong communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures
Ability to lead and train others
Preferred
Technical fluency with Oracle/PeopleSoft, CSU Common Management System, or equivalent information system
Demonstrated skill with the following software applications: Microsoft Office Professional; Google Workspace (Gmail, Docs, Sheets, Drive, Calendar, Forms, etc.)
Any amount of professional experience in a higher education institution
