Responsibilities

Directs the operation for the Department of Clinical Engineering in the Information Technology Services Division; plans and organizes the activities of the technical and support personnel of the department
Ensures the in-house repair and outside servicing of biomedical instrumentation and related equipment located throughout the Boston Medical Center Health System and affiliated Community Health Centers used in monitoring, diagnosing, and treating physical ailments or dysfunctions; approves authorization of outside servicing of equipment that cannot be serviced by Clinical Engineering personnel; consults with vendor(s) on the nature of cost and repair work; performs cost analysis, i.e. reviews conditions of equipment, failure histories, cost, etc; determines cost effectiveness of repair vs capital replacement
Actively managers the relationship with outside servicing vendors and related maintenance agreements with a focus on adherence to agreed upon service level agreements, reducing overall maintenance costs, and eliminating unnecessary service calls. Meets with major servicing vendors periodically for service reviews and asset optimization opportunities
Responsible for assets in excess of $30 million; recommends the purchase of replacement equipment in coordination and with input from nursing, physician, and Information Technology leadership
Budget Responsibilities Operating: develops and monitors budget of Clinical Engineering including salary, wages & overtime, non-payroll budget items and other items as required. Additionally, monitors after-hours vendor service repair costs and ensures repetitive calls on critical equipment are moved under appropriate maintenance contracts
Budget Responsibilities Capital: responsible for the capital planning, budgeting, and overall spend on Clinical Engineering equipment refreshes and new Health System or department projects or initiatives
Partners with clinicians, administrative personnel, and manufacturers as to the appropriate technology assessment and procurement procedures. Ensures that the strict procurement guidelines by the Boston Medical Center are followed relative to the preparation of specifications and awarding of purchase contracts
Provide clinical engineering consultation to Health System clinical leadership as it relates to any campus clinical redesign initiatives or department moves/consolidations by ensuring a well thought out plan is delivered
Reviews current literature and distributes pertinent information to the clinical and technical staff as part of continuing education program
Directs investigations of equipment related incidents to determine cause, appropriate response, and potential liability as part of, SMDA compliance; works with compliance officer to monitor inspections, failure histories and notifications
Responsible for real-time critical care monitoring network used throughout the facility. Responsible for the cabling, data exchange, hardware, and software updates as well as the future planning and integration towards other systems. Collaborate with Network Engineering and Information Security as required
Develops and updates policies to ensure regulatory compliance and operational excellence of the department
Representative (or delegates representation) on the Patient Education, Code, and Clinical Campus Redesign Committees
Ensures that staff are appropriately credentialed, and competencies are maintained
Provides in-service education and equipment orientation lectures as required to all departments that request
Participate in local, regional, and national organizations for education and promotion of the Health System’s technology support services

Required

A Master's Degree in Biomedical Engineering, Clinical Engineering or Electrical Engineering from an accredited college or university
7 years of related experience
At least two years of experience in a supervisory capacity
Seven (7) years of full-time paid professional experience as a clinical or biomedical engineer
Comprehensive knowledge of the principles and theories of biomedical engineering and biomedical instrumentation
Comprehensive knowledge of electro-medical equipment including the theory of operation and utilization
Comprehensive knowledge of the use of electronic and electrical testing and analyzers
Comprehensive knowledge of current products and technologies used in the health care delivery system
Comprehensive knowledge of medical terminology
Knowledge of personnel, purchasing, budgetary practices and procedures
Knowledge of standards, regulations, and safety requirements (such as OSHA, Joint Commission, FDA, AAMI, SMDA, CAP, ASA, etc.)
Marked ability to develop and administer performance assurance and quality assurance programs
Ability to supervise, assign and review work
Ability to provide clinical engineering guidance in the selection and use of biomedical instrumentation
Ability to prepare a variety of statistical and narrative reports and recommendations of a technical nature
Ability to perform cost analysis studies
Ability to communicate effectively orally and in writing
Ability to negotiate contract terms with vendors
Ability to interpret and measure performance service level agreements and compliance to such
Ability to instruct Health System personnel in the use of equipment and provide didactic training on health care technologies
Demonstrates comprehensive skill in the use and repair of biomedical instrumentation

Experience preferred in an academic medical center or state or municipal hospital setting
