DOLA Contracts Closing Coordinator - Term Limited (Contract Administrator II).
The State of Colorado's Department of Local Affairs is dedicated to strengthening local communities through various programs and services. The DOLA Contracts Closing Coordinator will be responsible for managing the contract drafting process for housing grants and loans, ensuring all necessary documentation is collected and verified in collaboration with multiple stakeholders.

Responsibilities
Overall responsibility for the efficient drafting of grant and loan documents including, but not limited to, the State’s homelessness grants and the affordable housing grants and loans
Utilizes established spreadsheets, databases, and other recordkeeping tools to keep track of the documents received
Ensures all required documents are obtained for the contracting process and are appropriately filled out and maintained for safekeeping
Works primarily with the DOH Contracts Team but also with the other DOH Offices to complete the contracting process
Schedules execution of commitment vouchers in coordination with all involved parties
Maintains communication with internal teams and borrowers/grantees
Tracks and reports on the contracting progress and submits regular performance reports to the Contracts Program Manager, the Operations Director and DOH leadership to keep them apprised of progress and problems
Verifies the information provided on applications and contacts the applicant if more information is needed or if there is missing data or mistakes
Answers questions via phone calls and emails from applicants and decides when to involve DOH internal teams to clarify programs’ contracting procedures and resolve problems
Monitors the contract drafting progress from initial handoff to the Contracts Team to final execution and determines priorities necessary to complete the process by the “must close by” deadline
Qualification
Required
Five (5) years of experience in legal, paralegal, executive administration, education, contract administration, contract management, or contract monitoring
A combination of related education in Finance, Business Administration, Public Administration, Legal, Education or a closely related field (as determined by the agency) AND experience as described above equal to five (5) years
Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind

Effective verbal and written communication skills
Ability to multi-task, prioritize assignments, and organize work to accommodate shifting deadlines
Proficiency in MS Office suite, specifically MS Word, Excel and/or the Google Suite, specifically Docs, Sheets

Ability to effectively collaborate with internal and external customers
You MUST be a Colorado resident (at the time of application) to apply for this position
Pre-employment criminal background checks will be conducted as part of the selection process
Preferred
Experience in budget, accounting, contract administration, contract drafting, contract management, legal, or para legal
State of Colorado experience reviewing or drafting contracts
Experience writing or administering loan agreements
Experience with contract monitoring or contract management
Experience with local, state, or federal government and/or local, state or federal housing assistance programs
Experience developing and maintaining tracking mechanisms
Experience creating, maintaining and utilizing contract templates
