Supervisor, Purchasing (DOH/ASD #10733)

New Mexico Department of Health is responsible for overseeing public health initiatives and services. The Purchasing Supervisor will manage the purchasing and contracts units, ensuring compliance with relevant regulations while leading a team of purchasing agents in their procurement activities.

Responsibilities

Oversee two FTE to review and approve all Purchase Orders the Agency processes
Enter and serve as the point of contacts of the Agency for Vendor Relations
Supervise the Administrative Services Division Purchasing and Contracts Units focusing on quality management principles with emphasis on customer service, team building and training in contracts and procurement
Supervise a team of purchasing agents in the oversight, review and approval of financial documents related to purchasing and contracts for the entire agency
Ensure the Department of Health is in compliance with rules and regulations related to the purchase of goods and services
Train agency purchasing agents on policies and procedures related to contracts and purchasing to ensure compliance with rules and regulations
Make recommendations to the Chief Procurement Officer on methods to improve workflow, improve policies and effectively train staff in the field
Manage the organization of the file room and perform regular archiving in collaboration with other supervisors and in accordance with laws and rules
Act as the Chief Procurement Officer in the absence of the Chief Procurement Officer
Review all incoming requests for purchases and assign work in a fair and equitable manner
Monitor productivity and quality to identify improvements
Create purchase orders, change orders and contracts in the SHARE Financial system
Upload documents to the various websites including; sole-source; emergency procurement; Requests for Proposal's (RFP); Invitations to Bid (ITB) and contracts and payables as required by rules or regulations
Meet regularly with staff to improve communications within the unit
Approve purchases as required by the Chief Procurement Officer

Required

Bachelor's degree in Business or Accounting and Finance
Two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking
Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience
Must possess and maintain a valid Driver's License

Preferred

Extensive knowledge of New Mexico State Statutes related to purchasing
Extensive knowledge of the New Mexico State Purchasing Division rules and policies
Extensive knowledge of the Department of Finance and Administration (Manual of Model Accounting Practices (MAPS)
Extensive knowledge using software applications that maximize purchasing agent productivity
Extensive experience in the SHARE Financial Accounting System or similar procurement and/or financial management system
Active Chief Procurement Officer (CPO) certification through the State of New Mexico, General Services Department
Extensive experience in Requests for Proposal (RFP's), Invitations to Bid (ITB's), and sole source procurements
