Supervisory Health Insurance Specialist, Rural Health Transformation Program

The Center for Medicaid and CHIP Services (CMCS) is seeking a Supervisory Health Insurance Specialist for the Rural Health Transformation Program (RHTP). In this role, you will be responsible for establishing and overseeing the RHTP to improve healthcare access and outcomes in rural communities by strengthening rural hospitals and other providers.

Responsibilities

Performs the full range of supervisory duties for a highly-skilled and multi-disciplinary professional staff including providing necessary direction, instructions, and guidance
Provides advice and expert guidance and interpretation of laws to senior leadership, key stakeholders, and staff regarding the development and implementation of the RHTP policies, guidance, protocols, and state application process and criteria
Serves as a senior technical expert and advisor to leadership, and other internal and external stakeholders on the development and implementation of national policies, procedures, and operations that support rural health program
Directs major analytical studies or lead major projects on the operation and effect of current policies and legislation related to the RHTP
Represents executive leadership in discussions with key stakeholders in explaining and justifying legislative changes that impact CMS programs, or in negotiations to get buy-in for program initiatives

Your resume (limited to no more than 2 pages) must include detailed information as it relates to the responsibilities and specialized experience for this position
In order to qualify for the GS-15, you must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Overseeing development and implementation of policies and operational processes for Rural Health programs at state or national levels in rural communities; (2) Partnering with rural communities, state healthcare agencies, and national stakeholders to assess technical needs and manage work activities, resources, and program operations that advance organizational mission; AND (3) Delivering presentations, briefing reports, and dashboards to senior leadership and key stakeholders
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment
