Responsibilities

Oversees special education support and services provided by installation Case Liaisons within the installation FFSP EFMP
Serves as the regional expert on federal and state laws, policies, and procedures related to special education (e.g., Individuals with Disabilities Education Act (IDEA), Section 504, etc.), best practices and other evolving developments within the region
Provides technical assistance, mentorship, and oversight to EFMP Case Liaisons
Provides expert guidance on IDEA and other relevant laws, assisting them in interpreting and understanding Individualized Education Programs (IEPs) and 504 Plans, and offer strategies for effectively supporting families during IEP meetings or educational disputes. Offer guidance to families on navigating special education systems both within U.S. public schools and international/Department of Defense (DoD) schools
Advises command leadership and community stakeholders on trends, gaps, and issues in regional special education support. Serve as the point of contact (POC) for complex and high-need cases that exceed the expertise or authority of local EFMP Case Liaisons and consult on education-related case management and problem-solving
Interprets and provides guidance on special education regulations and practices to EFMP personnel, families, and partnering agencies. Stay up to date on federal, state, and DoD policies affecting special education services
Develops operational plans in accordance with (IAW) current Navy policy; provides EFMP special education training to Case Liaisons and families and ensure the delivery of EFMP special education support for the assigned area of responsibility (AOR)
Helps families understand their rights under special education law and their child's IEP or Section 504 Plan, special education meetings and associated processes supporting parents as they navigate the special educational needs of their child(ren)
Develops and maintains up-to-date EFMP policies, SOPs, desk guides, resource materials, training modules, and other documents pertaining to special education support of the EFMP. Tracks and analyzes trends in case management and/or educational issues recommending program improvements
Assess and identify special education training needs within the regional EFMP network, including staff, families, and community partners. Develop and deliver training sessions for EFMP staff, School Liaisons, and other relevant personnel on special education best practices, compliance and resources. Partner with Region EFMP Case Liaison to establish a comprehensive special education training curriculum tailored for FFSCs, ensuring consistency in special education practices and coordination across the region
Facilitates and lead training sessions on special education coordination policies and procedures, ensuring staff understand how to navigate legal, educational, and community systems in support of military families with special needs
Provides outreach to local educational agencies, military families, and community resources to raise awareness of the EFMP and how the EFMP supports military-connected children eligible for and receiving special education support and services. The outreach opportunities promote greater access and understanding of available resources
Collaborates in a team environment, coordinating EFMP special education resources between agencies, related resource offices, medical and recreational facilities, community services agencies, educational institutions, and private organizations with an emphasis on improving services to military connected families
Partners closely with the regional special needs attorney, Navy region legal services office or paralegal assistant to assess the legal needs of families regarding special education services beyond the scope and expertise of EFMP case liaisons including concerns regarding behavioral improvement plans (BIPs), functional behavioral assessments (FBAs), extending school year (ESY) services, transportation challenges, etc. When necessary, make referrals to the local Judge Advocate General (JAG) office or other legal resources for specialized legal advice, advocacy, or pro-bono services related to special education issues, including disputes or complex cases

Required

Four years of specialized experience directly guiding families on their rights under the Individuals with Disabilities Education Act (IDEA) or equivalent laws, specifically related to Individualized Education Programs (IEPs) and 504 Plans
Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment
