PROGRAM MANAGER (MISSION SUPPORT OFFICER)

Responsibilities
Serve as the host base Mission Support Group Commander, with a working knowledge of, and responsibility for directing all infrastructure operations of an aviation base
Manage operations including civil engineering, crash/fire/rescue, disaster preparedness, environmental management, personnel, command, control, communications and computer systems (C4), logistics plans, programs and readiness, base supply, transportation, vehicle maintenance, contracting, security forces, medical support, base services, fuels management, aerial port operations (as assigned), and all other support base functions
Direct and manage all Mission Support programs and operations in support of the total base, to include tenant organizations and assigned geographically separated units

Required
CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard
Compatible Military Assignment and Grade are required
Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity
Military technicians must hold the military grade specified for the position
Must maintain appropriate level of security clearance
May be required to successfully complete a one or two year trial period
Must wear appropriate military uniform including required grooming standards
Must maintain a compatible military unit, grade and job assignment as required by current directives
Participation in direct deposit is mandatory
General Experience: Possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations
Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques
Experience using computer and automation systems
Must have at least one year of specialized experience, equivalent to at least the GS-13 level experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions
Preparing reports, plans, policies and various correspondence
Evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources
Must have knowledge of the organization and its mission and utilized the organizational staff procedures
Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions
Experience in managing the function of the work to be performed
Experience which includes leading, directing and assigning work of personnel
Ability to lead or supervise
