Program Manager ADMINISTRATOR III

The State of Maryland's Office of Overdose Response is seeking a Program Manager Administrator III to coordinate the state's response to the overdose crisis. This role involves providing technical assistance to community organizations, managing reporting, and facilitating cross-agency collaboration to advance overdose prevention efforts.

Government Administration

Responsibilities

Support the ORF Program Director in providing technical assistance to community based organizations and local governments utilizing ORF funds, including best practices and reporting
Provide presentations and represent the Office in meetings with high level officials
Serve as MOOR's coordinator for the Overdose Prevention Teams (OPT) in each of Maryland's 24 jurisdictions
Focus on cross-agency and intergovernmental coordination and collaboration that advances the administration's overdose prevention and response priorities
Attend OPT meetings and provide agency updates, providing technical assistance, and managing bi-annual reporting
Coordinate the drafting and progress monitoring of the implementation of the overdose strategy, which identifies priority actions and funding decisions for MOOR to take on advancing overdose prevention efforts across the state
Represent MOOR at various in person community events, including naloxone training sessions
Maintain current knowledge of the fields of harm reduction and substance use disorder prevention, treatment and recovery, including best practices and available resources such as funding and opportunities for technical assistance

Required

Graduation from an accredited high school or possession of a high school equivalency certificate
Six years of administrative staff or professional work
Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience
Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience
Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland

Preferred

Experience facilitating meetings, managing group dynamics and providing consultation with other professionals and the general public
Ability to develop program goals and objectives and work independently and within a team to achieve those goals and objectives
Knowledge of the fields of harm reduction and substance use disorder prevention, treatment and recovery, including best practices and available resources
Experience in Program Management
Ability to communicate effectively both orally and in writing to stakeholders from diverse backgrounds
Master's degree in Public Health or related field
