Responsibilities

Establishes the Sourcing marine operations Suppliers’ panel in close collaboration with GE Vernova marine operations team and Project Sourcing department
Organises the Requests for Interest (RFI), Requests for Quotation (RFQ) of marine operation services and ensure that project costing is backed up by robust supplier offers
Defines specific strategic marine operations subcontracting points such as destination country laws, vessels country of origin, cash in/out, basis for escalation formulas, etc
Forecast the marine operations subcontracting related risks such as hyperinflation or specific country and/or supplier risk
Responsible for the fulfilment of the business commitment to costs and cash-flow for the marine operations activities in ongoing project
Ensures that all relevant marine operations subcontracting processes, work instructions and guidelines are followed within the organization as well as ensure compliance with Corporate Instructions, other Group Directives, etc
Responsible for supplier selection, monitoring and performance evaluation. Gives feedback from on-going agreements and execution issues to the GE marine operations team, to PMO Sourcing team
Ensures appropriate marine operations risks, contracts and claim management awareness and know-how in his/her unit
Has the authority together with the GEV projects sourcing manager to negotiate Frame Agreements, Purchase Orders conditions within its scope of responsibility and manage contracts during execution being the point of contact of suppliers for commercial and contractual issues

Required

Bachelor's degree in Engineering, Supply Chain, Business Administration, Maritime Studies, or a related field
Minimum 5 years of experience in sourcing, procurement, or subcontracting within marine operations, offshore, energy, or large infrastructure projects
Proven knowledge of marine operations subcontracting, including vessel sourcing, logistics, and country-specific regulatory considerations
Solid understanding of contract management, including purchase orders, frame agreements, claims, and execution-phase commercial issues
Familiarity with corporate sourcing processes, compliance requirements, and internal control frameworks
Strong analytical and forecasting skills, particularly related to supplier risk, country risk, and cost escalation
Effective stakeholder management skills, with the ability to work cross-functionally with project teams, sourcing, and operations
Fluency in English, both written and verbal

Preferred

Advanced degree (Master's or MBA) in Supply Chain, Engineering, or Business
Experience working in a global or matrix organization, preferably within the energy or offshore wind sector
Knowledge of international maritime laws and regulations affecting marine operations and subcontracting
Experience dealing with high-risk markets, including inflationary or volatile economic environments
Experience negotiating long-term frame agreements with marine service providers
Additional language skills relevant to project geographies
