NDSS Technical Officer Representative (TOR)

Responsibilities

Supervise construction and renovation of FAA projects; perform quality assurance to ensure work complies with plans, specifications, and FAA requirements
Maintain accurate daily records and reports related to project activities, inspections, and contractor performance
Serve as point of contact and coordinate directly with general contractors to ensure adherence to drawings, specifications, and FAA direction
Monitor progress against accepted construction schedules; identify and discuss deviations in schedule, materials, or procedures with the Project Engineer and engineering staff
Participate in construction inspections, final inspections, Joint Acceptance Inspections (JAI), and contract close-out activities
Conduct and document progress meetings with contractors, FAA stakeholders, and appropriate personnel
Prepare construction drawings, site‑specific specifications, contract documents, and independent cost estimates as needed to support change proposals
Generate and coordinate Integrated Risk Management Checklists (IRMC), communication plans, and project risk registers to meet Operational Risk Management (ORM) requirements
Track, reconcile, and coordinate closure of JAI project exceptions and non‑conformances
Submit and maintain Configuration Management (CM) web documents and related technical documentation
Oversee installation, troubleshooting, and ongoing maintenance of electronic and networked systems at operational sites as required to support sustainment
Provide technical direction to contractors and coordinate with FAA engineers, program managers, and other stakeholders to ensure continuity of mission‑critical services
Perform additional duties as assigned to support FAA program goals and NAS sustainment activities
Ensure all assigned personnel and activities comply with security requirements associated with DoD Secret and FAA suitability processes while deployed

Required

Bachelor's degree in Engineering, Construction Management, Electrical/Electronic Engineering, or related technical field is preferred; equivalent experience will be considered
Minimum 5 years' experience managing project timelines and resources for construction/renovation and sustainment of mission‑critical facilities — FAA experience is mandatory for this position
Demonstrated experience supporting construction and renovation activities and providing technical oversight for equipment and network operations
Demonstrated ability to ensure deliverables are completed efficiently and within specified technical, schedule, and quality requirements
Experience preparing and coordinating technical documentation, design updates, compliance reports, and CM web submissions
Experience generating/maintaining IRMC, communication plans, and project risk registers (ORM)
Proven ability to act as primary contractor liaison and to lead progress meetings, inspections, and contractor closeout activities
Ability to oversee installation, troubleshooting, and maintenance of electronic/radar/network systems at remote sites
Must be able to travel extensively within the U.S. for extended periods
U.S. citizenship required. Applicants must possess and maintain a current DoD Secret security clearance — this is a mandatory requirement for hire. Candidates who do not currently hold a DoD Secret clearance will not be considered
Must possess current FAA contractor credentials/badge prior to assignment or be able to obtain FAA contractor credentials/badge before start of field assignments; must comply with FAA background checks, site‑access procedures, and FAA site‑specific screening requirements
Clean driving record and ability/willingness to provide a Motor Vehicle Report (MVR) upon request

Preferred

Prior FAA project management or TOR experience at remote FAA facilities (preferred)
Experience with FAA ARSR‑4, CARSR, and FPS radar systems
Knowledge of FAA operations and sustainment of DHS' Maritime Approaches Surveillance Towers (MAST)
Experience drafting technical drawings and site‑specific construction documentation for operational infrastructure changes
Certifications in construction management, project management (PMP), or relevant engineering/technical certifications
Familiarity with FAA SLAs, FAA operational procedures, and FAA contract closeout processes
