Director of CCME Program Development

Responsibilities

Design and develop new technical and contextualized skill training programs from scratch, adhering to adult learning principles
Work closely with various stakeholders to lead program design including operating, CCME staff, and the Office of Human Resources to identify critical hard to fill positions and understand current employment pathways
Modify and enhance existing programs and materials to make them more effective and engaging for learners
Create interactive content, class aids, and exercises to support training, using PowerPoint or other tools to create visually appealing instructional design content
Incorporate modern tools and technologies, including AI, to optimize research, content creation, delivery, and learner engagement
Work with CCME HR staff to identify specific positions that can be filled by internal staff or other candidates with specific training
Develops programs to build skills; works closely with the OHR Hiring Services in creating programs that align with pathways
Evaluates programs within specific operating departments to leverage resources across the enterprise
Identifies best practices across industries to inform enterprise-wide programs and initiatives
Works with external stakeholders to build relationships that can provide resources to individual employees
All other duties as assigned. Minimal night and weekend work may be required

Required

Bachelor's Degree in education, public administration, public policy, human resources, workforce development, or a related field preferred
Five to seven years of professional experience in government, education, workforce development, human resources, curriculum and program development, or related fields
Experience working with the public workforce system, disconnected youth and young adults, returning citizens and/or individuals with barriers to employment
Proficiency with instructional design tools is required
Experience in designing and delivering workforce or professional development or corporate training for adult learners
Knowledge of workforce development models, adult learning principles, and career pathway design
Knowledge of municipal operations, internal mobility structures, and public-sector workforce systems
Knowledge of City, state, and federal workforce policies, funding streams, and regulatory requirements
Knowledge of program evaluation methods, data analysis, and continuous improvement strategies
Knowledge of diversity, equity, inclusion, and access principles in employee development
Knowledge of modern instructional design models and adult learning theories
Skills in designing and implementing large-scale workforce development and upskilling programs
Skills in building collaborative partnerships with departments, unions, educational institutions, and external stakeholders
Skills in conducting workforce analyses to identify critical roles, skill gaps, and training needs
Skills in managing complex projects, setting priorities, and meeting deadlines in a fast-paced environment
Skills in communicating clearly and persuasively in both oral and written formats with diverse audiences
Skills in developing and managing program budgets, grants, and funding proposals
Strong project management skills to handle multiple design projects, meet deadlines, and adapt to changing priorities
Ability to collaborate effectively with internal teams, leadership, and external vendors to deliver quality training programs
Ability to lead cross-functional teams and drive collaboration across City agencies
Ability to translate strategic workforce needs into actionable, scalable programs and initiatives
Ability to engage effectively with employees at all levels, including senior leadership and union partners
Ability to work with diverse communities and employees to assure that programming has a strong focus on equity and inclusion
Ability to exercise sound judgment, handle sensitive information with discretion, and problem-solve proactively
Ability to create training for classroom training and learning management system courses
Ability to promote equity and inclusion by designing accessible programs for a diverse workforce
Ability to work independently while maintaining high attention to detail and delivering quality outcomes

Preferred

Certification in instructional design or adult learning principles
Experience developing workforce programs designed to prepare individuals for new careers and to upskill workers in career pathways such as technology, trades, healthcare, business and administration and public safety and other critical jobs
