Housing Inspector Senior - Department of Housing and Community Development

Responsibilities
Inspects the interior and exterior of vacant and occupied single, two-family, multiple family dwellings and other large buildings to enforce Baltimore City Codes and Ordinances including but not limited to health, housing, zoning, sanitation, building, fire and related codes
Work of this class has no supervisory responsibilities
Incumbents receive moderate supervision from a technical superior
Employees in this class work a conventional workweek and are on 24-hour callback duty
Work is performed in various city neighborhoods where such conditions as the seasonal extremes of weather, rodents, insects and deteriorating structures may be encountered
The work involves continual standing and walking
Qualification
Required
Completion of two years at an accredited college or university
Have two years of experience in housing inspection work
Graduation from an accredited high school or possession of a GED certificate and four years of experience in housing inspection work or completion of the one year Baltimore City Housing Inspector Apprenticeship Program and two years of experience in housing inspector work
Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver's permit. PROVISIONAL DRIVER'S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE
Certification as a Property Maintenance and Housing Inspector by the International Code Council (ICC) is required. Revocation or failure to maintain the Certification as a Property Maintenance and Housing Inspector are grounds for dismissal
Incumbent MUST have own vehicle in order to fulfill the job functions of this position
Knowledge of the residential maintenance, sanitation and occupancy requirements specified in the Baltimore City Codes and Ordinances including but not limited to health, housing, zoning, sanitation, building, fire and related Codes as they apply to multiple family dwellings, hotels and domiciliary care facilities
Skill in inspecting property and determining code violations
Ability to deal effectively with property owners, property managers, tenants and the general public
Ability to utilize the computer, proprietary business software and other common business software packages to prepare clear and concise reports and to maintain appropriate records
Ability to assign and review the work of housing inspection personnel
Ability to use voltage meter, digital camera and other related test equipment and devices
Ability to train personnel in housing inspection techniques
