Responsibilities
Capture new business and expand CompTech’s federal presence by leveraging market intelligence to identify and pursue high-value DoD opportunities, aligning efforts with corporate growth objectives and contract vehicles
Drive measurable results by building a robust pipeline, increasing win rates, and boosting market share through innovative capture strategies that influence customer requirements, translating implicit needs into solution features, and creating compelling value propositions
Identify and qualify high-value opportunities using in-depth analysis of defense acquisition trends and customer priorities, ensuring CompTech is positioned ahead of competitors in a shifting contracting environment
Lead capture strategies end-to-end—from shaping customer requirements through proposal, pricing, and execution—while collaborating with Operations and Program Management teams across the full contract lifecycle, including recompetes, performance tracking, and compliance
Forge strategic partnerships with defense agencies, military branches, and industry leaders to strengthen competitive positioning, expand CompTech’s network, and unlock opportunities for sustained growth
Scale CompTech’s federal footprint by staying ahead of acquisition policy changes and market dynamics, fostering collaboration across internal teams, and driving consistent, mission-aligned growth in support of U.S. defense priorities
Participate in other functions as needed
Qualification
Required
Minimum of 10 years in business development and capture roles focused on the DoD market, supported by a bachelor's degree and well-established industry and customer relationships
Regulatory expertise: Proficiency with the Federal Acquisition Regulation (FAR) is critical. For defense-related roles, knowledge of the Defense Federal Acquisition Regulation Supplement (DFARS) is also required
Familiarity with the various types of federal contracts, including Firm Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Time & Materials (T&M) contracts
The ability to develop, review, and evaluate bids and proposals in response to government solicitations, such as Requests for Proposals (RFPs) and Invitations for Bids (IFBs)
Experience using federal government systems, most notably where contract opportunities are posted
US citizenship is required for this role
Active or eligible for DoD Secret security clearance
Willingness to travel as needed
Preferred
Proven experience in leading large-scale federal defense and intelligence community capture efforts, both as a prime contractor and subcontractor
Demonstrated skills in all areas of business development including opportunity qualification, capture strategy, customer visits and demonstrations, customer relationship development, relationship development with competitors, written submissions (market surveys, RFI responses, support to proposals), team leadership, etc
Clear, persuasive communicator, both in presentations and written content
Skilled at managing multiple projects simultaneously and adjusting to changing priorities
Expertise in leveraging AI, data analytics, and automation to drive business development, market analysis, and proposal excellence, including experience with AI-assisted proposal tools for compliance, solutioning, and writing optimization
Military background and/or prior federal service highly valued
