Responsibilities

Responsible for development, documentation, implementation and maintenance of information security plans, policies, procedures, and standards for the District, including a sound security policy and security measures
Creates and maintains all information system and software security configuration activities within established guidelines and/or regulations
Coordinates activities with corresponding agencies and vendors to ensure security compliance measures
Establishes and enforces standards, procedures, and/or policies in support of up-to-date security internal controls
Acts as the project coordinator for selecting, implementing, and overseeing security-based hardware and software solutions
Provides security interpretation and/or training, security education, and awareness to users as needed; acts as a liaison with internal user departments by providing analysis, consultation, assistance, and troubleshooting of related security activities; develops reports of findings, alternatives, and recommendations
Leads the creation, maintenance and implementation of the information systems disaster recovery and business continuity plans and procedures which includes desktop and server backup systems deployment and maintenance
Tests, monitors, and performs regular analysis of the effectiveness of the Park District’s security tools and incident response measures
Defines user access levels and protocol for potential data breech; coordinates, investigates, and reports on cyber security incidents; manages and implements recommendations for incident response and assists in policy development for data threat strategies and security tools
Performs routine maintenance and collaborates with Information Services staff and/or vendors to troubleshoot or address technical issues for optimal performance and security measures which requires driving to various worksites throughout the Park District
Aids Information Technology staff during processes design to ensure a secure environment and compliance with applicable law
Plans, manages and implements the installation of new organization-wide systems and applications
Manages the operation and maintenance of the District’s wide area network (WAN) and local area networks (LANs); maintains an inventory of the Park District’s technology resources
Arranges for the acquisition of computer software and hardware
Implements training programs and prepares user guides in all information technology disciplines including security
Provides high-quality internal customer service and performs technical support, installation, maintenance, and repair of computers and other information systems equipment
Assists the Chief Information Officer in the preparation and management of the Information Services annual budget to reflect technology, information and security strategic and operating initiatives based upon appropriate risk management and/or financial methodology
Provides or coordinates staff training; monitors changes in regulations and technology that may affect operations
Implements policy and procedural changes after approval
Updates Park District records and procedures in assigned areas pursuant to changes in law, Park District policies and procedures, and other pertinent rules and regulations
Attends and participates in professional group meetings
Stay abreast of new trends and innovations in the field of information technology
Research emerging products and enhancements and their applicability to Park District needs; participates as a technical expert in the negotiation of Information Services contract
Assists in the implementation of information and telecommunication systems in accordance with Park District policy and laws pertaining to privacy and system security
Serves as back-up to the System Administrator and performs related duties as assigned

Required

A bachelor's degree from an accredited college or university with major course work in management information systems, computer science, or a related field
Three (3) years of increasingly responsible experience in developing and supporting cybersecurity related systems, system administration, processes, and policies
Possession of a valid California Driver's License is a condition of initial and continued employment in this classification
Cybersecurity Certification from SANS, ISC2 (CISSP) ISACA (CISA/CISM) or other relevant certification

Preferred

Possession of Certified Ethical Hacker (CEH) and Certified Information Systems Security Professional (CISSP) certifications are desirable
