Principal Engineer, Land Development
R.E.Y. Engineers, Inc. is a California-based civil engineering and land surveying firm with over 30 years of experience supporting public and private infrastructure throughout the state. They are seeking a Principal Engineer to lead the growth of their Land Development Division, overseeing multidisciplinary teams and managing client relationships. Responsibilities
Lead planning, design, and project delivery for private and public land development projects
Oversee preparation and review of grading, drainage, roadway, utility, and site improvement plans
Ensure all project deliverables meet applicable codes, standards, and client expectations
Guide teams in producing plans, specifications, and construction cost estimates (PS&E)
Cultivate and expand client relationships with developers, builders, and public agencies
Identify new business opportunities and drive pursuit strategies for private development projects
Lead proposal preparation, contract negotiations, and client presentations
Represent R.E.Y. at regional industry events, association meetings, and community forums
Collaborate with firm leadership to develop marketing strategies and revenue growth plans
Manage multidisciplinary teams, project budgets, schedules, and scopes
Oversee multiple active projects to ensure profitability and technical excellence
Provide mentorship and technical guidance to engineers, designers, and project managers
Support cross-department collaboration with surveying, remote sensing, and public works groups
Qualification
Required
Bachelor of Science in Civil Engineering (BSCE) from an accredited university (required)
California Professional Civil Engineer (PE) license (required)
15+ years of civil engineering experience with a strong focus on land development design
Proven experience in business development, proposal writing, and client acquisition
Advanced proficiency in AutoCAD Civil 3D and related design/modeling software
Deep understanding of California land use regulations, subdivision design, and entitlement processes
Demonstrated success managing teams, mentoring staff, and delivering profitable projects
