PORT HUMAN RESOURCE ANALYST (PAYROLL/BENEFITS)

Responsibilities
Informs employees of their benefit options and enrolls them in plans and programs; tracks, monitors, and maintains ongoing coverage for Port employees, eligible dependents, and retirees
Serves as a liaison between employees, retirees, and eligible dependents and benefits vendors, including resolving contested claims, service problems, and eligibility matters, verifying and approving coverage to providers and interfacing with benefit vendors, consultants, and administrators; notifies service providers of employees and dependents who have become ineligible for coverage
Segregates benefits costs by Port departments, allocates charges, and reconciles the bills for PERS medical, dental claims, and administrative fees, and the Employee Assistance Program, vision care, and long term disability providers; processes requests for warrant for lump sum payments to benefit providers and forwards payments; reviews and processes payments of life insurance for beneficiaries of deceased employees; reconciles and pays PERS retirees’ medical bills; processes payments of death benefits
Gathers and analyzes data and financial records regarding reporting and auditing bills; prepares monthly reports of benefits costs and employee count; interacts with MIS staff to modify, enhance, develop, and produce new employee benefit information reports
Interprets and provides clarifying information to employees and other interested parties regarding eligibility issues and the administration of the benefits program; responds to inquiries regarding Port benefit services, policies, procedures, rules, and regulations
Prepares and maintains medical reimbursement records on Port retirees; maintains records on all employees on no-pay status and notifies them of the proper procedures to continue their health benefits; informs terminated employees and ineligible dependents of their rights associated with their benefits status such as COBRA rights, conversion rights, and retirement elections; processes COBRA enrollment applications, records payments, and forwards them to finance; monitors COBRA deadlines, notifies those receiving COBRA of the expiration of their coverage, and processes termination from the program
Composes memoranda and letters advising employees on current issues and changes regarding health benefits and requesting information to update files; prepares responses to benefits surveys
Sits in on meetings with management and third party benefits consultants to discuss their research on benefits packages; makes consultants aware of problems and suggests possible solutions
Serves as backup for the deferred compensation program in the absence of the Human Resources Supervisor, Benefits
Coordinates the annual Open Enrollment Information Health Fair
Screens and assesses proposals for new benefits packages and presents those that appear worthy of consideration to the Payroll and Benefits Supervisor
Interprets and explains personnel rules, regulations and procedures
Assists in the development of policies and procedures for personnel programs
Participates in special projects as assigned
Qualification
Required
Bachelor's degree in human resources management, business administration, public administration, industrial relations or related field
Two years progressively responsible experience at the level of a Port Assistant Human Resource Analyst or a closely related field
