Responsibilities

Maintains the Town’s traffic signal systems; installs, constructs, and repairs traffic signal systems and devices including wiring, conduit, poles, signal heads, controllers, switches, and vehicle detection
Places and removes barricades, cones, and other traffic control and safety devices in and around work areas for construction and maintenance projects in accordance with traffic regulation requirements
Provides the Traffic Operations Superintendent with status reports and advises on projects and tasks related/assigned to the Traffic Services Division
Services and maintains assigned equipment and makes minor mechanical adjustments and repairs on related equipment such as checking/servicing fuel, oil, and coolant levels; tire pressure and general appearance; takes necessary steps to bring equipment up to operating standards; prepares and maintains usage records
Installs and maintains signal controller cabinets, camera systems, detection equipment, fiber optic cables, underground conduit lines, junction boxes, and traffic control devices; inspects, removes, and services signal control and auxiliary equipment such as traffic signal controllers and cabinets, vehicle and pedestrian head assemblies, and lighting/circuitry devices and systems
Installs, removes, and services equipment and tools designated for use by the Traffic Services Division in coordination with various Town programs and outside agencies
Adjusts, repairs, replace, and modifies electric, electronic, and mechanical components, controllers, relays, switches, fuses, timers, and other related parts and equipment; provides in-field repair of luminaries, illuminated street name signs, and school zone flashers
Responds to natural and man-made disasters by performing traffic maintenance duties as required
Assists the Utility Locate Program in the location of underground traffic and drainage facilities
Assists Traffic Technicians in the repair and maintenance of street signs, waterborne and thermoplastic pavement markings, area lighting, and RRFBs as necessary
Complies with and ensures compliance with all Town and Departmental values, policies, procedures, and philosophies
Participates in the Town’s snow mitigation efforts on all snow events as needed; operates single axle and tandem dump trucks with plows
Performs other related duties as assigned
Troubleshoots, diagnoses, and repairs traffic signal device malfunctions, and evaluates equipment problems, by interpreting plans, schematics, and wiring diagrams
Monitors signal operations, updates IP addresses, and troubleshoots from the Traffic Operations Center
Provides in-field guidance to small work teams in maintaining, repairing, or installing traffic signals, luminaries, illuminated street name signs, and school zone flashers
Assists Lead Technician and/or Signal Technician III on more complex tasks
Monitors supply inventories and notifies supervisors to maintain adequate levels to meet operational needs
Performs software updates for controllers, modems, cameras, and display equipment
Provides technical expertise in traffic control fiber optic and radio communication systems
Coordinates the preventative maintenance program including inspections for all traffic signals and school flasher equipment
Provides in-field guidance to larger work teams in major projects that include cabinet replacements and signal modification upgrades
Establishes test procedures for traffic signal equipment including new cabinets prior to field deployment
Understands budget to manage sign and pavement marking inventories to maintain supply levels to adequately meet operational needs and communicate orders with supervisor

Required

18 years of age or older, with a high school diploma or GED equivalent
Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history
Knowledge and competent demonstration of the following within 6 (six) months of hire: Ability to drive and operate all Traffic Division equipment/vehicles and the ability to communicate effectively
Knowledge and competent demonstration of the following within twelve (12) months of hire: Ability to drive and operate the crash truck, forklift, bucket truck, and vehicles requiring CDL
The following certifications to be obtained within one (1) year of hire: IMSA Work Zone Safety, IMSA Traffic Signal Level I, IS-100 and IS-200
This level requires one (1) year of experience as a Traffic Signal Technician I or two (2) years of equivalent experience outside the Town of Parker
Knowledge and competent demonstration of the following within six (6) months of hire: Locating Town utilities for signals and storm water; towing, setting up, and deploying VMBs; responding independently to traffic signals that have gone into flash; troubleshooting and responding to signal outages; basic knowledge of the Manual on Uniform Traffic Control Devices (MUTCD)
The following certifications to be obtained within one (1) year of hire: IMSA Traffic Signal Level II Field, and IMSA Traffic Signal Level II Bench., IS-100, 200,700, and 800
This level requires three (3) years of experience as a Traffic Signal Technician for the Town with two (2) years as a Traffic Signal Technician II, or five (5) years as a Traffic Signal Technician II or equivalent experience outside the Town of Parker
Knowledge and competent demonstration of the following: using asset management software; troubleshooting and leading a group in traffic signal outages, networking and radio issues and modifying traffic signal hardware in the field independently; Leads major maintenance projects; extensive knowledge of the Manual of Uniform Traffic Control Devices (MUTCD); ability to contact vendors to order supplies for inventory, designing and deploying traffic control for various applications on Town streets for projects which can include lane closures, shoulder closures, and moving operations
The following certifications be initiated within twelve (12) months of hire: IMSA Traffic Signal Senior Bench Technician Level III, IMSA Traffic Signal Senior Field Technician Level III, ICS-100, ICS-200, IS-552, IS-554, IS-556, IS-558, IS-700, and IS-800
Knowledge of equipment, materials, techniques, and supplies used in the maintenance of street signs, traffic signals, lighting, and supplies used in the field location of underground infrastructure
Knowledge of team-building methods and the ability to apply knowledge within assigned team
Skill in following verbal and written instructions and effectively communicating with other agencies and organizations in both verbal and written form
Skill in utilizing computer software programs to generate reports
Skill in working with electrical wiring
Ability to coordinate activities with other departments, agencies, organizations, and individuals
Ability to perform a responder role within NIMS/Incident Command System
Ability to read and interpret basic plans and electrical schematic diagrams
Ability to identify and implement risk management techniques to reduce exposure to injury, damage, and liability
Ability to occasionally be on-call and carry a pager to respond to emergency calls after hours; work irregular hours, weekends, evenings, or holidays in emergency situations
Ability to pass a pre-employment background check
