Foreign Military Sales (FMS) Program Analyst II
Goldbelt Frontier is currently seeking a Foreign Military Sales (FMS) Program Analyst to support our NAVSEA customer. The FMS Analyst will support country managers to develop and track combat systems cases throughout the FMS case lifecycle from pre-LOR (Letter of Request) through delivery, ensuring quality control and compliance with U.S. Department of Defense (DoD) policies.

Responsibilities
Develop and review Letter of Offer and Acceptance (LOA), case modifications and amendments for missiles, spares, support equipment, training, and program management
Support development of Pricing & Availability (P&A) worksheets including Offer Expiration Date (OED) / Period of Performance, cost, appropriations/source, delivery schedule and line-item elements, availability, notes, shipment details, and payment schedule
Assist with modification and amendment DD 2061, FMS Planning Directive / DD 2060, FMS Obligation Authority Mark-ups using Management Information System for International Logistics (MISIL)
Monitor Anticipated Offer Date (AOD) Reporting
Track and update Offer of Acceptance (OA) worksheets with Implementation Package/Funding Plan data
Update Defense Security Assistance Management System (DSAMS) including cost, performance, notes, and Manpower and Travel Data Sheets (MTDSs), Request Military Articles & Services List (MASL) including Significant Military Equipment (SME) / Major Defense Equipment (MDE)
Monitor DSAMS case development reporting, verify DSAMS management flags and monitor new tasks
Prepare Non-Recurring Cost (NRC) Waiver requests
Prepare Congressional Notification documentation
Prepare and review Foreign Disclosure Review (FDR), Missile Technology Control Regime (MTCR), and Anti-Tamper worksheets
Monitor CEPT (Case Execution Performance Tool) reporting
Prepare shipping requisitions and change of ownership documents
Attend and support meetings, track action items and prepare briefings, presentations, correspondence and weekly reports
Build strong working relationships with cross functional teams (finance, contracts, logistics), foreign customers, and stakeholders
Deliver quality products and services in a fast-paced environment
Foreign Travel (10%-25%)
Qualification
Required
Proficiency using DSAMS, Security Cooperation Information Portal (SCIPT), Defense Integrated Financial System (DIFS), Case Execution Performance Tool (CEPT), and Management Information System for International Logistics (MISIL) DoD systems for FMS case management
Knowledge of DoD procedures and programs associated with FMS cases as specified in the Security Assistance Management Manual (SAMM)
Proactive, self-starter with strong organization and multi-tasking skills
Excellent written, verbal, and liaison communications skills
Bachelor's degree
Minimum 5 years of experience in related fields such as International Relations, International Business, Global Studies, and/or International Law
Minimum 5 years of experience in developing, fielding, and sustaining systems, Intelligence, Surveillance, and Reconnaissance operations, and operating systems, or 5 years of experience in Performance Based Acquisition and/or Foreign Military Sales (FMS) preferred
Experience with DoD/Navy FMS case development and financial reconciliation
Experience preparing FMS case documentation, including Letter of Request (LOR), Pricing & Availability (P&A), and Letter of Offer and Acceptance (LOA), Foreign Disclosure Review (FDR), Missile Technology Control Regime (MTCR), and Anti-Tamper worksheets
Active DoD Secret clearance
Preferred
Master's Degree
7 years of experience in related field (Related fields include: International relations, International Business, Global Studies, and/or International Law)
Defense Security Cooperation University (DSCU) Certification, such as SC Planning, Oversight, and Execution Management, SC Case Life Cycle Management, SC Execution Support Management, or SC Acquisition Management Basic or Intermediate Certification
