They are seeking a Technical Advisor to support the implementation of G2G financing mechanisms under the Data.FI project, collaborating with various stakeholders to enhance health information systems and ensure compliance with financial management standards.

Responsibilities
Provide technical support for the implementation and monitoring of G2G financing mechanisms, ensuring that activities comply with the terms of established bilateral agreements and co-investment frameworks
Liaise with host country government staff and project teams to facilitate timely execution of G2G-related activities, resolve operational challenges, and ensure activities are consistent with G2G agreement requirements and project deliverables
Assist in monitoring financial flows, tracking disbursements, and preparing regular reports to ensure compliance with donor and government requirements
Contribute to the development and implementation of risk mitigation measures, internal controls, and audit readiness activities
Support the integration of financial and programmatic data into project dashboards and reporting tools
Facilitate training and capacity building for government and project staff in areas such as financial management, reporting, and compliance
Participate in routine expenditure reviews, spot checks, and other verification activities to promote transparency and accountability
Collaborate with private sector partners and other stakeholders to support innovative financing solutions and health system strengthening initiatives
Provide technical input to the development of project deliverables, work plans, and knowledge products
Perform other duties as assigned
Qualification
Required
Master's degree in public health, public administration, finance, international development, or a related field, or equivalent combination of education and experience
At least 7+ years of relevant work experience in health financing, public financial management, or donor-funded project implementation
Experience supporting government or donor-funded health programs, preferably in low- or middle-income countries
Familiarity with government-to-government financing mechanisms, financial reporting, and compliance requirements
Demonstrated excellence in verbal and written communication, including the ability to convey complex technical and financial concepts to diverse audiences
Strong attention to detail and ability to manage multiple tasks simultaneously
Ability to build and maintain effective working relationships with government, donor, and project stakeholders
Commitment to upholding the highest standards of integrity, transparency, and respect
Ability to work independently with guidance from senior staff
Strong organizational, analytical, and problem-solving skills
Willingness and ability to travel internationally as required
High proficiency with digital tools and platforms for data analysis, reporting, and collaboration (e.g., Microsoft Office Suite, data visualization software, project management tools)
