Analyst - INTERFUND AGREEMENTS
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. The role involves managing and overseeing a substantial budget across multiple City agencies, focusing on financial analysis, capital budgeting, and ensuring compliance with established policies.

Responsibilities
Assist in the management of Inter-Fund Agreements (IFA) revenues for a group of City agencies and/or IFA critical processing duties across all agencies, with nominal supervision
Coordinating CityTime and IFA processing enhancements with OPA, FISA and other agencies
Direct and/or initiate the processing of IFA input documents and also monitoring those documents using CityTime, FMS, NYCAPS, the IFA System and other automated systems
Monitoring and ongoing administration of agency capital budgets (forecast, plans and spending) to ensure IFA resources are utilized in accordance with established policies and priorities
Evaluating capital projects with embedded Interfund Agreement components for reasonableness of costs and effectiveness of assigned resources
Support the IFA unit’s management of Expense, Revenue, and Capital budgets, overseeing financial reconciliations, compliance with Directive 10 and GAAP regulations
The ability to handle a heavy flow of data necessary for in-depth analyses and spending projections
Evaluate agencies’ IFA funding requests and formulate recommendations for the Unit’s managers
Responsible for maintaining and updating IFA Plans in the Financial Management System
Perform technical budget functions, including the review and approval of budget modifications, agency forecasts and OMB-approved plans. Develop Run ad-hoc queries, InfoAdvantage reports and SAP Crystal downloads as needed
Design, develop, and maintain Crystal Reports and ODBC queries/databases, implementing SQL queries, stored procedures, and automation scripts to enhance financial reporting accuracy, efficiency, and data integrity
Provide analyses and guidance via reporting to the Unit’s managers and analysts
Qualification
Required
A cover letter is required to be considered for this position
Senior Analyst ($86,995+): Bachelor's degree and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master's degree in Business, Public Policy Administration, Finance, Economics or a field related to the specific assignment
Supervising Analyst ($98,302): Bachelor's degree and a minimum of four years of full-time experience in accounting or auditing, or a Master's degree in Business with a concentration in Accounting or Master's degree in Accounting and a minimum of two years of full-time experience
You must be a City resident within 90 days of the date of appointment and you must be legally eligible to work in the United States
A baccalaureate degree from an accredited college
Preferred
Capital budgeting experience is preferred
Familiarity with databases, the development of ad hoc queries through MS Access and the SAP Crystal Designer reporting tool
