Principal Project Manager, 511 Traveler Information & Employer Commute Services

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. The Principal Project Manager will oversee the 511 Traveler Information Program, managing contracts, leading enhancements to the 511 website, and supervising staff while ensuring effective communication and collaboration with various stakeholders.

Responsibilities

Manage the 511 Website Support Services contract including ensuring the consultant’s compliance with the contract terms, approving invoices, and reconciling the budget and funding sources
Lead enhancements to the 511.org website. Perform task duties including consultant oversight, development of requirements, deliverables review, usability testing, and product acceptance testing
Oversee the team that manages and delivers 511’s operational and public facing services including, but not limited to, the 511 phone system, 511 communications and branding, the 511 operations team, and the Bay Area Vanpool Program ensuring systems and services are resourced, operated, maintained, and enhanced, and as necessary, ensure that the annual federal reporting is completed
Lead and guide procurements and vendor selection processes and manage consultant relationships
Help define the long-term vision for traveler information in the context of the ever-evolving technology environment
Oversee the Bay Area Commuter Benefits Program, including consultant oversight and management of employer registration, administration of the database and web presence, and effective employer outreach and documentation
Supervise and mentor staff
Provide leadership and clear direction to assigned staff; instruct staff regarding work procedures, review and evaluate work performance
Foster a collaborative and innovative team environment that encourages professional development and continuous improvement
Support the continual professional growth and development of staff by identifying and making available tools, training opportunities, and other resources
Oversee 511 emergency preparedness and response communications tools and role management
Oversee the 511 Emergency Training Exercises, including coordinating with contractors as necessary
Perform one or more 511 emergency response tasks during a planned closure or unanticipated disruption
Oversee 511’s collaboration with MTC regional emergency response efforts including contributing to the planning for regional exercises

Required

Equivalent to a bachelor's degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, business or public administration, or a related field
Seven (7) years of increasingly responsible professional experience administering programs in a field related to assignment area
Understanding of real-time multimodal traveler information systems, advanced traveler information systems (ATIS), intelligent transportation systems and/or related systems and processes
Familiarity with customer-oriented operational technology and data services, contracts, and procurements
Project management techniques to ensure timely delivery of multiple concurrent projects, including contract development and management, risk management, change control, and schedule compliance
Budgeting and financial planning
Administration of federally funded projects
Microsoft Excel, Microsoft Word, PowerPoint and Project, Asana, and/or other scheduling software
Understanding of the core principles of equity necessary to advance and implement MTC/ABAG's Equity Platform
Plan, direct, select, supervise, train, motivate and evaluate the work and performance of professional and technical personnel and consultant teams
Lead and perform analysis of complex problems using data and qualitative information. Identify creative solutions, options and justify recommendations
Demonstrated ability to communicate clearly and concisely, both orally and in writing, with a variety of stakeholders
Independently organize and manage competing priorities and simultaneous projects involving cross-functional project teams in an effective and timely manner and in a fast-paced working environment, occasionally delivering on short timelines
Build and maintain effective, positive and harmonious working relationships with a variety of internal and external stakeholders related to assigned functions, programs, and/or projects
Analyze, interpret, summarize, and present administrative and technical information, data, and recommendations in an effective manner

Preferred

A Master's degree in an appropriate field related to the area of assignment such as transportation planning, project management, public finance, transportation engineering, civil engineering, economics, urban/environmental/landscape design, business, public administration or public health
Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application
