Responsibilities

Use estimating expertise as well as relevant technical knowledge in design/construction and project management to successfully complete facility and infrastructure construction cost estimates
Work closely with project execution staff to identify both technical and non-technical risks, opportunities, and other issues that impact the project during the project execution phase
Contribute to value engineering proposals to reduce cost of projects
Develop and maintain a cost estimate database where previous estimates are housed and performance can be measured
Develop cost estimating improvements and processes to assure estimating accuracy from external estimating support vendors
Assemble and present cost estimating performance metrics in professional presentations
Communicate with other laboratories and industry to benchmark, gather data, and improve Sandia's estimating capabilities

Required

Bachelor's degree in engineering, Architecture, Construction Management or other relevant field, plus five (5) years or more years of directly related experience that demonstrates the knowledge, skills, and ability to perform the duties of the job
Minimum of five (5) years or more years' experience performing construction cost estimating as your primary occupation
Professional estimating certification from one of the following: Certified Cost Professional (CCP) from the Association for the Advancement of Cost Engineering International (AACEI) or Associate Estimating Professional (AEP) from American Society of Professional Cost Estimators (ASPE)
Experience with standard project cost management practices including one or more of the following: Cost estimating project plan development, Evaluation of cost estimating, Evaluation of external market factors and applicability in risk to project cost factors, Risk and opportunity management
Ability to obtain and maintain an active DOE Q-level security clearance

Preferred

AACEI CEP (Certified Estimating Professional) or ASPE CPE (Certified Professional Estimator) existing or obtained within 2 years of employment
Experience leading team of professional construction cost estimators
Knowledge and background in one or more engineering fields, such as Mechanical Engineering, Electrical Engineering, Civil Engineering, Structural Engineering, Architecture or related technical field
Experience working with construction cost estimating software
Ability to develop corporate estimating standards and procedures aligned with industry recommended practices and DOE Orders, Standards, Guidance, and prime contract requirements
Knowledge of management practices, assurance processes, business operations, fiscal and scheduling systems, and project acquisition standards
Teaming skills, including the ability to work effectively with other organizations, project sponsors and customers, and suppliers
Organizational skills, including the ability to effectively prioritize and complete tasks in a high-pressure environment
Ability to operate with a high level of autonomy
