ACS OLR Hearing Officer
The NYC Administration for Children's Services (ACS) is dedicated to protecting and promoting the safety and well-being of children and families. They are seeking an ACS OLR Hearing Officer to evaluate employee inquiries, draft correspondence for hearings, represent the agency in grievance processes, and provide advisory assistance on labor relations issues.
Responsibilities
Evaluate and assess client and employee inquires and complaints, by interfacing with employee, management, other appropriate programmatic support units (e.g., Office of Human Resources, Office of Equal Employment Opportunity, etc.), reviewing records, in order to ensure employee rights are provided for or maintained. Make recommendations as necessary, under supervision
Draft letters/memos/recommendations/other correspondence, by gathering and assessing required information, and under supervision and exercising judgment and discretion to communicate information needed to address and respond to Step II and Step III hearings. Compile documents related to the legal and contractual proceedings
On occasion, represent ACS Labor Relations at meetings by conveying and receiving information, in order to make others aware of unit activities and to report contents of meetings to supervisor Investigate, conducting hearings and providing written responses to Step II grievances
Represent ACS at Step III hearings, presenting the Agency’s case and negotiating settlements where warranted
Work closely with the Mayor’s Office of Labor Relations and representing the Agency at arbitration hearings
Investigate and provide timely responses to inquiries on labor issues, including health and safety
Provide advisory assistance to program directors, administrators and others on issues pertaining to collective bargaining agreements, agency policies and procedures and other City rules and regulations; and
Represent the Agency at labor management meetings, hearings and collective bargaining negotiations
Qualification
Required
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above
